Research On Collision Problems And Countermeasures Of Merchant Ships And Fishing Boats In Fishing Vessel Safety Management

As a traditional fishing country,China’s fishing operations of fishing boats are affected by various factors.A series of international and domestic statistics showed that related safety accidents happened frequently.It is necessary to find effective ways to protect fishermen’s life and property safety and avoid fishing boat safety accidents happened.Based on the risks faced by fishing boats in the fishing ground and in the process of fishing operation in Jiangsu Province,this thesis studies how to prevent the collision between fishing boats and merchant ships from the following four aspects.(1)Starting from the overall safety of China’s fishery and the current situation of fishery safety in Jiangsu Province,pointed out.the research background and significance.By referring to relevant literature,the research status in domestic and abroad is compared.The basic concepts of fishery vessels,merchant ships,fishery safety production and government supervision are introduced.(2)Through field investigation and visit,the basic data of fishing boat crewmember fishing boats,Method of fishing operation and distribution of fishing grounds are sorted out,and the current situation of fishing vessel safety production in Jiangsu province is deeply analyzed.(3)From the perspective of human,ship,environment,management and other factors,combined with real cases,the collision accidents of main risk sources about commercial ships and fishing boats are further analyzed.(4)Pointed out of countermeasures to prevent the safety risks of fishery vessels,and improve the joint law enforcement mechanism of sharing and co-building by fishery and maritime administration departments;In the safety management system of commercial ships and fishing boats,the contents of the rules and regulations such as method of operation,navigation and anchoring are added.Improve the quality of crew from the source,increase the proportion of English conversation and simulator practice evaluation;Improve the penetration rate of automatic identification system AIS,intelligent anti-collision warning system and other equipment terminals.In the face-to-face communication event organized by Jiangsu Fishery Administration Supervision Bureau,the suggestions of this thesis have been praised by the guests and recognized by the captains of merchant ships and fishing boats.
