Evaluation Study On The Implementation Effect Of Tianjin’s Domestic Waste Classification Policy

More and more domestic waste has been produced and the problem is becoming more and more serious in the process of accelerating urbanization and the rapid development of economy in China,cities are suffering from "garbage siege".Severe environmental problem restrict the stable development of the economy,and pose a threat to people’s health,we must solve the "garbage siege" immediately.Since the 90 s of the 20 th century,China has gradually paid attention to garbage classification,and at present,major cities in China are vigorously carrying out pilot demonstration work of urban solid waste classification,and our country has successively introduced many policies on it,however there is still a lack of appropriate and feasible evaluation models and evaluation standards for the effect of policy implementation and the achievement of goals to effectively evaluate it.This research takes Tianjin as an example,takes the domestic waste classification policy implementation effect as the object,sorts out the research results of domestic and foreign scholars,the evaluation index system and model were constructed from five aspects: policy implementation subject,policy implementation target group,policy environment,goal achievement degree and policy implementation feedback.The analytic hierarchy method is used to calculate the weight of each index,and the residents’ views and satisfaction surveys on the current implementation of garbage classification are understood in the form of questionnaires,the fuzzy comprehensive evaluation method is used to calculate the affiliation degree and to score the qualitative indicators,finally use the comprehensive evaluation model to calculate the final score and comprehensively evaluate the implementation effect.The main research contents and results are as follows: Based on the methods of practical surveys,interviews and questionnaires,based on performance evaluation theory and policy implementation theory,to understand the specific implementation of urban solid waste classification in Tianjin.Comprehensively evaluates all aspects based on the evaluation index system,finds out the shortcomings and makes recommendations for improvement and reasonable countermeasures.Based on the survey results,from the final score,Tianjin has been in a good state since the implementation of the garbage classification policy,indicating that its garbage classification policy has a good implementation effect and the work has progressed relatively smoothly,but there are still some problems: there are insufficient publicity in the process of policy implementation,imperfect rules and regulations,lack of incentives,incentives and punishments,and insufficient resource investment.In view of the existing problems,corresponding solutions are proposed: strengthen publicity,enhance residents’ enthusiasm for participation,improve relevant rules and regulations,combine reward and punishment measures,and add the budget investment.Meanwhile,according to local situation,the characteristic garbage classification model should be implemented,and all parties should take part in it,to promote Tianjin’s domestic waste classification implementation.
