| In response to global warming,more than 170 heads of state signed the Paris Agreement at United Nations headquarters in 2016.At the general debate of the 75 th session of the United Nations General Assembly in 2020,the Chinese government formally announced: "China will increase its national independent contribution,adopt more effective policy measures,and strive to reach a peak in carbon dioxide emissions by 2030.Strive to achieve carbon neutrality by 2060." The 20 th CPC National Congress has made major policy decisions to promote green development and promote harmonious symbiosis between man and nature.Achieving the goal of "double carbon" is a systematic project,which requires the joint efforts of the whole society.As a new form of economic and social development,digital economy injects power and brings opportunities for our country to reduce carbon emissions.On the one hand,the development of digital economy industry has the characteristics of low energy consumption and high output,which can squeeze the development space of high energy consumption,high pollution and high emission industries through crowding-out effect,and promote the development of low-carbon industries;on the other hand,digital economy has the characteristics of low threshold and high mobility,which can be deeply integrated with traditional industries,constantly optimize industrial structure and stimulate enterprise innovation potential,so as to reduce carbon emissions.The development of digital economy provides a new way to solve the problem of environmental pollution,and it has certain theoretical and practical significance to study the impact of digital economic development on carbon emissions in China.Based on the realistic background of the digital economy era and the national "double carbon" goal,this paper takes 30 provinces in China from 2011 to 2019 as research samples,and uses entropy method to calculate the comprehensive index of provincial digital economic development.Carbon emission coefficient method is used to calculate provincial carbon emissions and carbon emission intensity,and the current digital economic development and carbon emissions in China are systematically analyzed.Through the construction of fixed effect model,intermediary effect model and spatial Durbin model,this paper verifies the direct effect,indirect effect and spatial spillover effect of digital economy development on carbon emissions in China,in order to provide new ideas for energy saving and emission reduction in the era of digital economy.The results show that: first,there is a negative correlation between the development of digital economy and carbon emissions,that is,the development of digital economy can effectively restrain the increase of carbon emissions;second,the optimization and upgrading of industrial structure plays an intermediary role in the impact of the development of digital economy on carbon emissions,that is,the development of digital economy promotes the optimization and upgrading of industrial structure,and then effectively reduces carbon emissions.Third,the development of digital economy in China has a significant spatial spillover effect on carbon emissions,that is,the development of digital economy can restrain not only the carbon emissions of this region,but also the carbon emissions of the surrounding areas.Based on the above conclusions,this paper puts forward the following suggestions:first,to promote the development of digital economy.Speed up the construction of digital infrastructure to build a solid foundation for the development of digital economy;strengthen policy guidance to point out the direction for the development of digital economy;pay attention to the training of digital talents to provide power for the development of digital economy.Second,promote the optimization and upgrading of industrial structure.We will promote the deep integration of the digital economy and the real economy,promote the rationalization of the industrial structure,accelerate the independent innovation of key digital technologies,and promote the upgrading of the industrial structure.Third,adopt differential development strategy.Take measures in accordance with local conditions and adopt different measures to promote the coordinated development of the digital economy in the eastern,central and western regions. |
