| In recent years,with the continuous expansion of the scale of livestock and poultry breeding industry,the negative external impact of livestock and poultry waste pollution on the environment has become increasingly significant.Due to the lack of environmental protection awareness,farmers in rural areas have short-term behavior,which has caused damage to the rural living environment and natural environment.Guiding farmers to participate in the resource utilization of livestock and poultry waste is of great significance to solve the problem of livestock and poultry waste pollution and promote the green development of the industry.The report of the 20 th National Congress of the Communist Party of China proposed to adhere to the development goal of promoting green development,promoting the harmonious coexistence of man and nature,and accelerating the construction of a waste recycling system.To achieve this goal requires corresponding means to control the production behavior of farmers.Environmental regulation can be used as an effective means of governance to transform public costs into private costs.As a place where people live,the living environment and natural environment in rural areas are also related to the construction of new villages.Only when the living environment and natural environment of the vast rural areas in China have been fundamentally changed,can the construction goal of ecological livable and beautiful new countryside be realized.On the basis of literature review and theoretical analysis,this thesis uses the micro data of 618 individual farmers in Naiman Banner to explore the impact of environmental regulation on farmers’ manure treatment behavior in Naiman Banner.The study found that environmental regulation has a significant impact on farmers ’ manure treatment.The number of beef cattle breeding in Naiman Banner continued to rise from 2012 to 2022,and the growth rate gradually increased.The Naiman Banner government has issued a series of environmental regulation policies,including command environmental regulation,incentive environmental regulation and guidance environmental regulation.There is a substitution effect between farmers’ choice of dumping and selection of energy utilization,manure returning to the field,and sale and recovery.There is a substitution effect between selection of energy utilization and selection of returning to the field and sale and recovery.There is a complementary effect between selection of sale and recovery and selection of returning to the field.Thesis uses SPSS software to establish a multivariate Probit model to analyze the impact of environmental regulation(command type,incentive type,guidance type)on farmers ’ manure treatment behavior(dumping,energy,manure returning to the field,sale and recovery).In general,command-based environmental regulation has a significant impact on farmers’ manure treatment methods,incentive-based environmental regulation has a positive impact on farmers’ effective use of manure,and guided environmental regulation has a positive impact on farmers’ choice of sales and recycling methods.Based on the research conclusion: popularize the knowledge of manure treatment and promote the effect of regulation guidance;implement policy implementation and enhance the pertinence of command regulation;improve the construction of supporting facilities and improve the incentive effect of regulation;establish rural environmental regulation organizations to enhance the overall awareness of farmers;strengthen policy linkage and carry out combined environmental regulation.n order to improve the level of resource utilization of farmers’ manure and promote the development of green and recyclable aquaculture. |
