A Study On The Governance Of Yunnan Dianchi Based On SFIC Model

Since the 18th National Congress,China has been actively promoting the reform of ecological civilization system,and the modern environmental governance system with the government as the leader,enterprises as the main body,and social organizations and public participation has been increasingly improved,and multiple subjects are playing an increasingly important role in ecological and environmental governance.Lake governance as an important part of the new era of ecological and environmental governance.In recent years,with the increasingly serious ecological and environmental problems and the people’s demand for a beautiful ecological environment,the main body of lake governance gradually showing a diversified trend,the party committee,the government,enterprises,social organizations,the public and other governance bodies have participated in the process of lake protection and governance,and these subjects are not working independently of each other,but are interrelated,interacting and influencing each other.As the first lake in southwest China and the sixth largest freshwater lake in China,the ecological and environmental benefits of Dianchi have a very important impact on the economic and social development of the Kunming area in the basin Yunnan Province.With the rapid economic and social development and population growth,as of the 1990 s,Dianchi has become one of the most concerned environmental issues in the country as its eutrophication level is high and its water quality has dropped to poor V.In order to effectively improve the pollution situation of Dianchi and make the pearl of the plateau blossom into its former glory as soon as possible,the Party committee and government of Kunming have taken a series of strong measures;at the same time,enterprises,social organizations and the public have also joined in the protection and management of Dianchi.Through the unremitting efforts of the successive Party committees and governments of Kunming and all those involved in the protection and management of Dianchi,the water quality of Dianchi and the water ecology of Dianchi basin have been significantly improved and the water shortage has been alleviated.The participation of multiple subjects in the governance of Dianchi has achieved remarkable results,but also faces some new problems and new challenges.To this end,this paper takes collaborative governance as the research perspective and uses the SFIC collaborative governance model to discuss and study the governance practice of Dianchi,and explore the path to optimize the protection and governance of Dianchi by analyzing the problems faced by multiple subjects in the governance of Dianchi.Firstly,we discuss the problem,including the research background,significance,literature review at home and abroad,innovation and shortcomings of the study,and elaborate on the concepts of collaborative governance and Dianchi governance,which are related to the governance of multiple subjects in Dianchi,and introduce Xi Jinping’s ecological civilization thought,collaborative governance theory and SFIC model as the theoretical support for this paper.Secondly,based on the literature and research,we analyze the basic situation of Dianchi,the history of governance since the promulgation and implementation of the Dianchi Protection Regulations in Kunming in 1988,the results achieved,and the strategic goals of Dianchi governance in the 14 th Five-Year Plan period.Again,through the analysis of the current situation of the government-led governance of multiple subjects,the problems of the governance of Dianchi pool by multiple subjects are explored,and the causes are analyzed from four aspects: starting conditions,catalytic leadership,institutional design,and collaborative process using the SFIC model.Finally,in view of the existing problems and causes,combined with the beneficial experience in the collaborative governance of domestic lakes,it is proposed that the protection and governance of Dianchi must establish the idea of collaborative governance of multiple subjects,enhance the awareness of participation of multiple subjects;strengthen the overall leadership of the Party,and highlight the leading role and supervision responsibilities of the government;enhance the openness of the system design,and establish a sound legal system and supporting system related to the collaborative governance of multiple subjects;and Integrate the interests of multiple governance subjects,build a face-toface dialogue platform for multiple subjects,and establish an effective supervision and evaluation mechanism.In order to further improve the "party-led,government-led,enterprise main body,public participation" multi-dimensional governance model,and effectively promote the protection and management of Dianchi to achieve new progress and new results.
