| The significant environmental and social benefits provided by organic agriculture have the attributes of public goods,and the public sector should implement policies to support organic agriculture.Farmers are both the main body of agricultural production and the basic unit.The growth of the scale of organic agriculture depends on the farmers’ production decisions.Then,the fundamental task of implementing the organic production policy is to take necessary measures to attract and stabilize farmers to adopt organic production.To design an effective policy for organic production,it is necessary to understand what support measures are needed to deal with the obstacles that affect farmers’ adoption of organic agriculture.This paper uses field survey data of farmers in Huayuan,Baojing,Yongshun,and Guzhang counties in Hunan Province,and uses multiple Logit regression models to analyze farmers’ satisfaction with local organic agriculture support measures and its influencing factors;use the aggregate average method to analyze Different types of farmers engaged in organic agriculture need support measures,and through the construction of multiple Logit regression models,the impact of farmers’ behavior attitudes,subjective norms,exemplary norms and perceptual behavior control on their demand preferences was explored.The research results of this paper are as follows:1)The overall satisfaction of farmers with the current organic agriculture support measures is relatively good,and the implementation effects of the various sub-measures directly affect the overall satisfaction of the farmers with the current organic agriculture support measures.The higher the satisfaction of each sub-measure,the higher the overall satisfaction of the organic agriculture support measures.The background factors of farmers are related to the satisfaction of organic agriculture support measures.The presence of cadres in the family members of farmers,joining farmers’ cooperative organizations,and cooperation with agricultural product production,processing or marketing enterprises positively affects the overall satisfaction of farmers with organic agriculture support measures.The annual family income,the proportion of agricultural income in the family’s income,the area of family farmland,the length of time engaged in organic agriculture and other factors indirectly affect the satisfaction of farmers with various organic agricultural measures,thereby affecting the overall satisfaction of support measures,except for family farmers.The area of the land is negatively correlated with the measure’s satisfaction,and the other background factors that pass the test are all positively correlated.2)Different types of farmers have a certain preference for organic agriculture support measures.In the first place,the demand preferences of different types of farmers for support measures are concentrated in "subsidies" and "production technology and marketing support" measures;in the second place,organic farmers in demonstration areas and conventional farmers in non-demonstration areas The demand for support measures is significantly different from other types of farmers.In this ranking,the demand for support measures of organic farmers in the demonstration area has shifted to "platform construction",while the demand for support measures of conventional farmers in non-demonstration areas has shifted to "cooperative services",while other types of farmers still have a focus on "subsidies" and "subsidies"."Production technology and marketing support" measures are in strong demand;in the third place,organic farmers in demonstration areas and conventional farmers in non-demonstration areas still have distinctly different needs and preferences for support measures from other types of farmers.3)Passing "organic farmers and regular farmers","organic product certification demonstration zone-’organic farmers and regular farmers’ ","non-organic product certification demonstration zone-’organic farmers and regular farmers’ " support measures for different types of farmers The analysis of the influencing factors of demand preference shows that behavior attitudes,subjective norms,exemplary norms and perceptual behavior control have an impact on the choice of measures for farmers.Among them,the demand for support measures of organic farmers and non-organic product certification demonstration areas is mainly affected by the subjective norms of farmers;the demand for support measures of conventional farmers is mainly affected by the demonstration norms of farmers;the establishment of organic product certification demonstration The demand for support measures of organic farmers and regular farmers in the district,and the organic farmers in the non-organic product certification demonstration zone is mainly affected by the perceptual behavior control of the farmers.Based on the research results,this article puts forward five policy recommendations to promote farmers to engage in organic agriculture: 1)Provide organic agriculture loan discounts and relax loan guarantee conditions;2)Strengthen farmers’ technical cultivation and increase scientific and technological input;3)Fully implement the conversion period of organic agriculture And the implementation of certification subsidy policies;4)Strengthen the construction of local organic product sales and promotion systems to solve sales difficulties;5)Implement diversified policies to meet the needs of farmers with different characteristics. |
