Research On Farmers’ Satisfaction In Comprehensive National Land Consolidation Demonstration Area

With the rapid advancement of industrialization,urbanization and agricultural modernization,agricultural production space,rural living space and ecological protection space have been severely squeezed,and problems such as inefficient use of land resources and degradation of ecological quality have become increasingly prominent.The importance of comprehensive land remediation is becoming more and more significant.Comprehensive national land consolidation is conducive to optimizing the spatial structure and layout of land as a whole,and improving the efficiency and benefit of land use.Farmers’satisfaction is an important indicator to measure the effectiveness of comprehensive national land consolidation in the whole region,which directly reflects the real feelings of farmers on the construction effectiveness of comprehensive national land consolidation projects in the whole region.Therefore,scientific and reasonable evaluation of farmers’satisfaction with the comprehensive national land consolidation project in the whole region can be used for reference in improving the comprehensive national land consolidation policy in the future.The research content of this paper is the satisfaction of farmers in the demonstration area of comprehensive land consolidation in Tingzu Town,Ezhou City,Hubei Province,such as grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration.A total of 334valid questionnaire data were collected.In this paper,the analytic hierarchy process is used to study and analyze the satisfaction of farmers in each consolidation sub-item,and on this basis,the factors affecting the satisfaction of farmers are studied through the multivariate ordered Logit model,so as to obtain the corresponding policy recommendations based on the above research results,and provide scientific reference for the related research on the satisfaction of farmers under the comprehensive land consolidation in the whole region.Through the research and analysis of this paper,the following conclusions are drawn.（1）From the overall evaluation results,the level of farmers’satisfaction needs to be improved.The average satisfaction of farmers in the six villages was3.5873,3.4086,3.2527,3.3270,3.1550 and 3.3042,respectively,and the order was:Yueshihong Village>Liuyun Village>Wunao Village>Huawu Village>Dingao Village>Liufan Village.The satisfaction of farmers in the six villages is in the’general’and’relatively satisfactory’,which shows that most farmers are not satisfied with the implementation process and results of the comprehensive national land consolidation in the whole region.（2）In the same village,farmers’satisfaction varies greatly at different criterion levels.The satisfaction evaluation values of Yueshihong Village in grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration are 3.2195,3.3046,3.6283 and 3.7529 respectively.The satisfaction evaluation values of Liuyun Village in grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration are 2.9612,3.7608,3.1275 and 3.4754 respectively.The satisfaction evaluation values of Dingao Village in grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration were 2.7466,3.2335,3.1459 and 3.4041 respectively.The satisfaction evaluation values of Wunao Village in grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration were 3.1964,3.4087,3.3575 and 3.3131 respectively.The satisfaction evaluation values of Liufan Village in grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration are 2.8437,3.3006,3.2387 and 3.1353 respectively.The satisfaction evaluation values of Huawu Village in grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration are 2.9567,3.3101,3.1203 and 3.4428 respectively.It can be seen that Yueshihong Village has the highest satisfaction of farmers in the grassroots government governance,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration criteria,while the satisfaction evaluation of farmers in the comprehensive improvement of agricultural land is general.Liuyun Village has the highest satisfaction of farmers at the level of comprehensive improvement of agricultural land,but it is not prominent in other aspects.The satisfaction of farmers in Dingao Village is the lowest in grassroots government governance and comprehensive improvement of agricultural land,but the satisfaction of farmers in environmental improvement and ecological protection and restoration is better.（3）Different villages have great differences in the same criterion layer.In the four criteria layers of grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration,the difference of farmers’satisfaction in the six villages is 0.4729,0.5273,0.508 and 0.6176 respectively.It can be seen that the differences in environmental remediation and ecological protection and restoration are more obvious.Yueshihong Village,as a’provincial green demonstration village’,relies on the beautiful natural environment to vigorously develop the tertiary industry,enrich and increase the living experience and economic income of farmers,from abandoned mines in the past to green hills and golden mountains.Therefore,the satisfaction of farmers is high,while Liufan Village focuses on the development of the secondary industry,and pays less attention to environmental remediation and ecological protection and restoration,so the difference between the two is obvious.（4）Farmers’satisfaction with comprehensive national land consolidation is affected by many factors.In the multivariate ordered Logit model and multiple linear regression model,the five factors of economic development degree X₁₂,rural ecological environment situation X₁₅,cultivated land area X₁₇,production cost X₁₈,and ecological environment remediation attention degree X₂₃ have passed the relevant test,all of which have a significant impact on the satisfaction of farmers in the comprehensive land remediation demonstration area.The marginal effects of the significant influencing factors of farmers’satisfaction in the demonstration area of comprehensive national land consolidation in the whole region are:rural ecological environment X₁₅>ecological environment improvement X₂₃>economic development X₁₂>cultivated land area X₁₇>production cost X₁₈.Based on the above conclusions,this paper puts forward relevant suggestions based on the four sub-items of grassroots government governance,comprehensive improvement of agricultural land,comprehensive improvement of construction land,environmental improvement and ecological protection and restoration,so as to effectively improve farmers’satisfaction:（1）Fully respect farmers’opinions and establish a sound democratic decision-making framework.（2）Strengthen the comprehensive improvement of agricultural land and promote the realization of large-scale agricultural production.（3）Carry out inefficient idle construction land consolidation to improve land use efficiency.（4）Adhere to ecological priority and promote rural green development.
