Factors And Countermeasures For High Quality Agricultural Development In The Yellow River Basin Of Shandong Province

In the context of Yellow River basin ecological conservation and high quality development being promoted as a major national strategy,there is a regional effort to promote Yellow River governance in parallel with economic development in the Yellow River Basin;Based on the new situation of economic development,the new potential of high-quality development in the Yellow River Basin must be continuously excavated,and the new kinetic energy of high-quality development in the Yellow River Basin must be fully released.Agriculture as a fundamental guarantee of human survival,its high-quality development is directly related to the improvement of the quality of economic development in our country as well as the improvement of people’s living standards.Shandong Province is located in the downstream region of the Yellow River region,which is an important agricultural production area,therefore,to study the issue of agriculturally high-quality development in the Yellow River Basin in Shandong in a new period,which can effectively promote the realization of modern agriculturally high-quality endophytic development in this region,which is also of some research value for the overall agriculturally high-quality development in the Yellow River Basin.First,the agricultural production quality,income of rural residents,resource use and environmental quality levels are selected as the three areas to calculate the agricultural high quality development system,and the coefficient of variation,entropy and factor analysis methods are used to calculate the agricultural high quality development index 2000-2020 in the23 districts and counties running through the Yellow River in Shandong,China,In this study,the dynamic trends of agricultural high-quality development level and existing differences among regions in the Yellow River Basin of Shandong were analyzed,and the differences of spatial distribution of agricultural high-quality development level among regions and counties in the Yellow River Basin of Shandong were visualized using Arc GIS software.The results of this study show that the overall level of agricultural high-quality development in the Yellow River Basin in Shandong appears to be rising,and there are increasing but still distinct levels of agricultural high-quality development in different regions.In the domain level,the quality of agricultural production and the income of rural residents show an increasing trend,while the levels of resource use and environmental quality show a fluctuating decreasing trend.Secondly,using the agricultural high-quality development index as the explanatory variable,we choose the following indicators: agroforestry registration and licensing,carbon emission and industrialization as explanatory variables,and then conduct an empirical examination on the factors affecting the agricultural high-quality development of the Shandong Yellow River Basin,which shows that the agroforestry registration and licensure provide the policy and institutional guarantees for the agricultural high-quality development of the Shandong Yellow River Basin,improve the efficiency of land turnover and promote the land scale operation,has a positive impact on agricultural high-quality development.Increasing population density can exacerbate human contradictions and have a negative impact on high-quality agricultural development.The development of carbon emissions and urbanization has a promoting effect on the development of all layers of the field.Increasing industrialization speeds up the rural labor shift to cities and aggravates the problem of rural hollowing,which therefore has a certain hindering effect on the development of high-quality agriculture.Finally,using a combination of theoretical analysis and empirical research conclusions,this paper proposes several countermeasure recommendations for promoting the high-quality development of agriculture in the Yellow River Basin in Shandong: Deepening the " three-tier" reform of agricultural land and improving the efficiency of land resource allocation;Strengthening control and control of agricultural production and developing industries with agricultural characteristics;Strengthening innovation in agricultural science and technology and nurturing new occupational farmers;Adjust the agricultural industrial structure and promote eco industrial integration.
