| Rural daily waste governance is an important part of improving rural living environment,building a beautiful and livable countryside and implementing the strategy of rural revitalization.Taizhou government has actively promoted the construction of rural daily waste governance in domestic area,and increased input in policy support and financial support,which has achieved positive results.However,the current rural daily waste governance is confronted with institutional,executive,participatory and cognitive obstacles to different degrees.In terms of the system management system,the management system and laws and regulations are not perfect,the grassroots supporting measures for policy implementation and management measures are inadequate,and the lack of scientific overall planning and financial support cannot keep up with the actual domestic garbage treatment needs.During the implementation of the policy,the grassroots government and cadres lacked flexible means and effective communication,and the villagers had difficulty in understanding the specific issues of domestic waste disposal,resulting in ineffective policy.At the level of participation of governance subjects,social mobilization is inadequate,and existing government purchases of domestic waste services have loopholes in management systems and systems.The lack of professional social organizations at the social level with the ability to independently undertake projects has led to higher costs and lower efficiency of domestic waste treatment projects.At the cognitive level,villagers have a weak awareness of environmental protection,and often only cooperate with the work of grassroots cadres,making it difficult to truly mobilize.The reason is that there are multiple role-playing dilemmas at the government level.The division of power and responsibility is blurred.The role of a single manager is too dominant.The role of the manager to the public service has not yet been completed..At the market level,domestic garbage projects are essentially administrative resources.Social organization bidding not only faces the pressure to reduce the market economic cost,but also often needs to pay the cost of maintaining the administrative relationship network,and the bidding party also faces large information collection,analysis,and evaluation.,Organizing bidding and other economic costs,which led to a low enthusiasm for both parties to participate in the project bidding.Inadequate professional competence of social organizations,the entry threshold for administrative resource bidding,etc.are also objectively disadvantageous for the participation of social organizations.At the public level,grass-roots policy publicity and explanations are inadequate,and villagers need to gradually realize the preferential policies and adapt to household waste sorting habits.Thus,it is necessary to further promote the governance of rural household waste in Taizhou from four levels: government,market,society and villagers.At the government level,it is necessary to actively change roles,establish awareness of governance,optimize existing system design,avoid project risks,improve policy implementation,and strengthen awareness of responsibility implementation at the grassroots level.At the market level,the vitality of market competition should be activated,and a project system of effective payment and fairness and justice should be established.At the social level,it is necessary to vigorously cultivate specialized social organizations,reduce thresholds such as local protectionism and monopolies,and expand channels for social organizations to participate.At the villagers level,it is necessary to strengthen the villagers’ awareness of environmental protection and participation,and to transform passive cooperation into proactive actions. |
