| With the rapid development of China’s economy and society,while creating a large amount of social wealth,the government has also placed ecological environment governance work in a more prominent position,and ecological environment governance is more effective.However,the task of protecting the ecological environment is still very challenging.For this reason,the report of the 20 th National Congress of the Communist Party of China took "the modernization of harmonious coexistence between man and nature" as an important part of Chinese path to modernization,and put forward a strategic plan for environmental governance.In the process of environmental governance in China,rural environmental governance is a weakness.Rural environmental issues not only affect farmers’ lives,agricultural production,and rural landscape,but also affect China’s overall planning,coordination,and sustainable development.Strengthening rural environmental remediation is an important part of rural revitalization and an inevitable choice for achieving comprehensive socialist modernization.Township governments are an important entity in implementing rural environmental governance,and their role in environmental governance cannot be replaced.Improving the environmental governance capacity of townships is the basic guarantee for solving environmental problems in China.Currently,the pressure and task of environmental governance in townships are high,but the lack of sufficient environmental governance motivation and capacity is still a major weakness for township governments.As a relatively developed township in the central Jiangsu region,D Town in Xinghua City faces many difficulties in the process of environmental governance,such as weak environmental policy execution ability,poor environmental pollution supervision ability,and limited cooperation and integration ability.The main reasons for these difficulties are incomplete environmental management laws and regulations,imperfect institutional mechanisms,insufficient investment,and low quality of grassroots environmental management teams.In order to effectively solve the aforementioned difficulties and improve the environmental governance capacity of D Town,we should respond from the following aspects: firstly,improve the legal system of environmental governance in townships,transform from punitive legislation to responsible legislation to strengthen pre prevention,and strengthen and clarify the environmental protection responsibility of township governments;The second is to streamline the environmental governance system of township governments,strengthen the function of grid supervision system,optimize the linkage mechanism of environmental pollution governance,and fully leverage the role of finance and taxation departments in environmental governance;The third is to strengthen human and financial support,strengthen the construction of ecological and environmental law enforcement teams,and increase investment in grassroots environmental law enforcement funds and environmental infrastructure funds;The fourth is to fully leverage the advantages of market regulation and social participation,further highlight and standardize the role of the market in township environmental governance,and promote the formation of an effective system for non-governmental environmental organizations and the public to participate in township environmental governance. |
