In the context of continuous social progress,rapid economic growth,and accelerated urbanization in China,the demand for infrastructure construction in China is also increasing.The government strongly advocates the construction of regional development PPP projects,with a view to alleviating the financial pressure of the government and promoting regional economic development through the development of such projects.At the same time,guided by the concept of "green waters and green mountains are golden mountains and silver mountains",it is required that urban development must have environmental awareness,and various regions have promoted ecological and environmental protection to strengthen environmental protection in the process of urbanization.Currently,China is still in the initial stage of construction of the ecological environment oriented urban area development model,and has not yet entered a mature development stage.If it is widely promoted and applied,there will be many risks.Therefore,identifying and evaluating the risks of the ecological environment oriented urban area development PPP project will be beneficial to its healthy development.This article first grasps the relevant theoretical basis of ecological environment oriented regional development and PPP mode through literature reading,and then selects practical cases through reference.Based on practical investigations,it further summarizes and summarizes relevant literature at home and abroad,and constructs a preliminary framework for a risk assessment system.The importance of each risk assessment indicator is investigated through a Likert 5-level questionnaire,Based on the survey results,the preliminarily constructed indicator system was further screened and revised.Finally,a two-level risk evaluation index system for ecological environment oriented urban district development PPP projects was obtained,including 6 primary risk indicators such as policy environmental risk,legal contract risk,financial and economic risk,construction management risk,operation management risk,and force majeure risk,and 30 secondary risk indicators such as government credit risk,policy change risk,applicability of PPP mode,and social stability risk.Based on the established risk assessment index system for ecological environment oriented urban area development PPP projects,an AHP entropy weight cloud model combination method is proposed to conduct risk assessment for ecological environment oriented urban area development PPP projects.Firstly,the subjective weight of each index is calculated using Analytic Hierarchy Process(AHP);Then,using the difference coefficient of entropy weight theory,the subjective weight is modified to obtain an objective correction weight value;Using the combination of AHP and entropy weight method to combine the subjective and objective weights of evaluation indicators to obtain a comprehensive weight,which can overcome the problem of excessive subjectivity in AHP and obtain a more scientific and reasonable weight;Finally,the cloud model method is used to calculate the digital characteristics of the cloud model for the primary and secondary indicators.The comprehensive weight of the indicators calculated by the AHP entropy weight method is combined with the risk indicator evaluation cloud to obtain an ecological environment oriented comprehensive evaluation cloud for the risk of urban district development PPP projects.The risk level of the project is determined by comparing the actual comprehensive risk evaluation cloud with the set standard evaluation cloud.Finally,through the calculation and analysis of an example,the feasibility of applying this method to the risk management evaluation of ecological environment oriented urban area development PPP projects is verified,and a comprehensive evaluation method that can be used for reference is provided for the risk evaluation of ecological environment oriented urban area development PPP projects.
