Research On Construction And Application Of Comprehensive Treatment Performance Evaluation System Of Coal Mining Subsidence Area In Huaibei City

Raw coal mining is a double-edged sword.On the one hand,raw coal mining has brought huge energy resources to people and promoted the rapid development of economy and society;On the other hand,it also destroyed the original relatively stable geological structure,formed a large area of land subsidence,and seriously damaged the local ecological balance.In the face of the complexity of the comprehensive management system of the coal mining subsidence area,how to ensure the rationality and sustainability of the comprehensive management project of the coal mining subsidence area and achieve the ecological win-win management effect has become an important topic that needs to be studied urgently.This thesis takes the comprehensive treatment of coal mining subsidence area in Huaibei City as the research object,and comprehensively uses the literature analysis method,questionnaire survey method,data analysis method,analytic hierarchy process and comprehensive evaluation method to analyze the current situation of comprehensive treatment of coal mining subsidence area in Huaibei City,and constructs the performance evaluation index system and performance evaluation model of comprehensive treatment of coal mining subsidence area in Huaibei City from four dimensions of economic benefits,social benefits,ecological benefits and sustainability,The model is used to evaluate the comprehensive management performance of coal mining subsidence area in Huaibei City.The main contents and conclusions are as follows:(1)By analyzing the current situation of comprehensive treatment of coal mining subsidence area in Huaibei City,it is found that raw coal mining has brought great wealth to Huaibei City,but also brought serious ecological problems.The continuous increase of land subsidence area has caused such deep-seated social problems as the decrease of cultivated land,the increase of unemployment,and the deterioration of the environment.If not resolved in time,it will affect social stability and restrict urban economic development.(2)Combined with the actual situation of comprehensive treatment of coal mining subsidence area in Huaibei City,the corresponding comprehensive treatment performance evaluation index system was constructed,and the reliability and validity of the performance evaluation index were verified through questionnaire survey.(3)The performance evaluation model of comprehensive treatment of coal mining subsidence area in Huaibei City was established.Through practical application,the results show that,from the performance evaluation set,the comprehensive governance performance of coal mining subsidence area in Huaibei City is generally between qualified and good,and tends to be good.Through the comparison of the performance evaluation results of each criterion layer,it is found that the sustainability criterion has the highest score and the economic benefit criterion has the lowest score,but there is no significant difference among the scores of each criterion.It shows that the overall coordination of comprehensive treatment of coal mining subsidence area in Huaibei City is good,the overall planning is appropriate,and the relationship between economy,society,ecology and sustainability can be well handled.Given that the overall score is not very high,it shows that there is still much room for progress in the comprehensive treatment of coal mining subsidence areas in Huaibei City.The theoretical and practical value of this research is reflected in two aspects:Firstly,through the analysis of the current situation of comprehensive management of coal mining subsidence areas in Huaibei City,the performance evaluation index system of comprehensive management of coal mining subsidence areas is constructed,which is composed of four dimensions of economic benefits,social benefits,ecological benefits and sustainability,and expands the dimension of performance evaluation of comprehensive management of coal mining subsidence areas.Secondly,according to the established performance evaluation model,using the analytic hierarchy process(AHP)and the comprehensive evaluation method,the comprehensive management level of the coal mining subsidence area in Huaibei City was revealed,which laid a theoretical foundation and scientific decision-making basis for the improvement of the comprehensive management measures in the next step and other similar resource-based cities.
