China is short of water resources,and the ecological environment of each river basin is fragile.The problem of water pollution has become a key factor limiting the high-quality development of our country.Further treatment of water pollution is the proper meaning of high-quality development of our country.At present,the industrial structure of water pollution in China has a certain "deviation" from the economic industrial structure,specifically,the proportion of water pollution in the primary industry is relatively heavy and gradually increases,showing a low output high water pollution development mode.This paper uses the concepts of water pollution industrial structure and water pollution intensity to specifically define the mismatch problem of water pollution industrial structure.The continuous aggravation of this problem reflects the shortage and dilemma of water pollution treatment in China.By using Cobb Douglas production function considering water resources,water price adjustment mechanism based on water resource output elasticity,structural dividend hypothesis,policy effect of water pollution control and virtual water theory,the analysis framework for the causes and influencing factors of water pollution industrial structure mismatch is built,which fills the gap in current academic research.Therefore,this paper has a certain degree of theoretical innovation.In order to find out the current situation of water pollution in China and analyze the degree of structural mismatch of water pollution in China,this paper measured the grey water footprint of 31 provincial administrative regions except Hong Kong,Macao and Taiwan from 2004 to 2020,and made a detailed analysis of the changes in grey water footprint of the country and regions and the degree of structural mismatch of water pollution industry.The results showed that: at the national level,water pollution emissions peaked around 2006,The trend of decline has been maintained since then.Among them,the water pollution in the secondary industry declined the most,while the reduction of agricultural and domestic water pollution was relatively limited.The water pollution structure ratio of the primary industry is about 0.4,and the mismatch degree has not been effectively improved.At the regional level,each region reached the peak of grey water footprint in the study period,and then the total amount of water pollution showed a downward trend.In most regions,the peak value of primary industry water pollution appeared late,and the degree of emission reduction was lower than the other two sectors.The water pollution structure continues to shift to the primary industry sector.Only in Beijing,Shanghai,Guangdong,Jiangsu and Zhejiang,the ratio of water pollution structure dropped below 0.3 in 2019;Except for Beijing,the mismatch of water pollution industrial structure has not been improved in most areas of the country.Therefore,this paper puts forward policy suggestions,which should adjust the mismatch problem of water pollution industry by upgrading and transforming the primary industry,developing clean industry and service industry,and water price policy,so as to further reduce China’s water pollution emissions and achieve sustainable development.
