Research On Grid Supervision Of Enterprise Safety Production

Safety production is an important guarantee for economic development and social stability.As China’s economy enters a stage of high-quality development,safety production supervision has also faced new challenges.The Central Committee of the Communist Party of China and the State Council have introduced a series of laws and regulations in the field of safety production to improve the safety production mechanism.The supervision of safety production is becoming increasingly scientific and standardized,and the safety production situation is steadily improving,with a continuous decrease in major accidents.However,safety production accidents still occur from time to time,facing problems such as loopholes in regulation,incomplete rectification of hidden dangers,and weak awareness of corporate responsibility.Safe production is still facing severe challenges.The key to the safe production is at the grass-roots level,and its focus is also at the grass-roots level.This article takes safety production grid supervision of C office in Zhangjiagang as the research object.Based on collaborative governance theory,refined management theory,and seamless government theory,it uses literature research,case analysis,questionnaire survey,and interview methods to conduct a thorough analysis of the current situation of C office in Zhangjiagang.C office in Zhangjiagang integrates various resources,relies on the Zhangjiagang City Emergency Management Comprehensive Application Platform,and divides 220 industrial and trade enterprises in the jurisdiction into four grids for supervision according to the principles of territorial management and hierarchical management.The current grid supervision of safety production in C Office has achieved initial results,increasing the frequency and coverage of enterprise inspections.The number of annual inspections of enterprises has increased from over 100 to over 200.With the continuous increase in regulatory intensity and depth,more safety hazards have been identified and rectified,and the safety production situation is gradually stabilizing.However,in the investigation and research,it was found that there are still problems that affect the level and efficiency of grid supervision,such as the difficulty in fully covering safety supervision,the lack of effective supervision and assessment mechanisms,the insufficient level of safety supervision,incomplete rectification of safety hazards,and the lack of long-term mechanisms for safety supervision.Based on the above issues and combined with the actual implementation of safety production grid supervision work in C office,the causes of the problems are identified: unequal rights and responsibilities in safety supervision,unreasonable setting of assessment indicators,low professional quality of safety supervision personnel,weak awareness of corporate responsibility,and insufficient participation of social forces.Finally,based on the causes of the problem and from the perspective of public management,five levels of countermeasures and suggestions were proposed,including optimizing the operation mechanism of safety production grid supervision,improving the performance evaluation system of grid supervision,strengthening the construction of safety production grid supervision team,improving the sense of responsibility of enterprise safety production entities,and integrating social forces to achieve diversified governance.The aim is to improve the operational mechanism of safety production grid supervision of C office in Zhangjiagang,improve the level of supervision,and also provide reference for grassroots governments in other regions to carry out enterprise safety production grid supervision practices.
