Research On The Grid Management Of Safety Production

With the gradual acceleration of China’s urbanization and industrialization process,the urban population has increased dramatically.At the same time,various production and operation enterprises have emerged,and the traditional safety supervision model is facing a lot of challenges.The work of grassroots safety production supervision is facing a major ordeal.In order to solve this problem,the Office of the Work Safety Committee of the State Council issued the "Guiding Opinions on Strengthening the Work Safety Supervision at the Grassroots Level".This document pointed out that it is an urgent requirement to innovate the mode of work safety supervision and enhance the efficiency of work safety supervision under the new situation to implement the grid supervision of work safety at the grassroots level,extend the work safety supervision system to the grassroots level,and help to get through the "last kilometer" of work safety supervision.These requirements are of great significance to alleviate the outstanding contradiction between the safety production supervision tasks and supervision forces at the grassroots level,which can enhance the comprehensive governance capacity of the whole society in safety production,and build a fully covered and co-managed safety production supervision pattern.The government of District J fully implemented the deployment requirements of the provincial and municipal governments,and actively carried out grid supervision of work safety.In this thesis,we systematically expounded the current status of grid supervision of safety production in District J,and analyzed the status of supervision.Its achievements are affirmed,however,some problems were found.In response to its problems,we have proposed some feasible measures,hoping to provide some useful information for improving the safety production grid supervision.This thesis contains four parts.In the first part,we introduced the status of grid safety supervision work carried out in District J.A grid monitoring system for safe production by scientifically and reasonably dividing the gridhas been established in District J,which can clarify the grid work responsibilities at all levels,and implement it steadily.In the course of its operation,it has formulated a relatively complete working system,clarified the grid work processes at all levels,and ensured the orderly operation of safe production grid supervision.They also developed a detailed assessment system for grids and grid heads(members)at all levels,and urged them to perform their duties and responsibilities in a way that combines daily assessment with year-end assessment.In the second part,we introduced the achievements made in carrying out safety production grid supervision.Through the use of grid work,the safety supervision team has been enriched,the law enforcement equipment of the safety supervision personnel has been strengthened,the responsibilities of the safety production supervision department have been clarified,and the level of safety production supervision informatization in District J has been improved.In the third part,we explained the various problems that have occurred so far in the grid operation of safety production.It included the decrease in the check-in frequency of all regulatory departments,the low number and poor quality of hidden dangers reported by grids at all levels,the high mobility of grid staff,and the blind spots in information collection.Then we conducted a cause analysis.In the fourth part,we proposed some feasible measures in response to the problems.We can start from four aspects with the implementation of inventory supervision,the improvement of the platform’s scientific informatization level,the improvement the workability of primary production safety supervisors,and the participation of social powers.By further optimizing the list of powers and responsibilities,we enable to establish a list of hidden dangers,and promote the grid-based supervision of safe production,which will become more information-based and scientific.What is more,it will also help to expand the business-processing functions of the platform,which can organize,plan,integrate and upgrade the platform in a unified manner,making the grid-based supervision platform more comprehensive and practical,and increase its utilization rate at the sametime.We can introduce talents through multiple channels,optimize the staff structure,strengthen business training,make the training normalized and institutionalized,increase incentives,and increase the motivation of staff to improve the work level of safety production supervisors.If grid supervision is extended to enterprises,especially safety production evaluation and professional service institutions,so that it can be fully used.As a result,the level of supervision will be improved,the power of the masses will be mobilized,a "social atmosphere where everyone is a safety officer" will be created,and the grid-based supervision of safe production will be achieved through multiple co-governance.
