Research On Evaluation Of Sustainable Utilization Of Agricultural Resources In Jilin Province Under The Background Of Green Development

As the "golden corn belt" and the "hometown of soybean",Jilin has a high yield of black soil.Black land is faced with an overdraft of fertility,which is difficult to detect small problems and difficult to treat big problems.It takes a long time to get results,and it is of public welfare.Therefore,it is necessary to establish ecological compensation mechanism for cultivated land protection.First of all,based on the integration of domestic and foreign literatures on ecological value compensation,ecosystem service value theory and economic compensation for cultivated land protection,through the investigation of the utilization status of cultivated land resources in Jilin Province,it is found that the cultivated land area in Jilin Province is decreasing year by year,the quality of cultivated land is declining,and the ecological environment is seriously damaged.Measures should be taken to protect the integrity and stability of cultivated land ecosystem.Secondly,the concept and significance of ecological compensation for cultivated land protection were clearly defined in this study,aiming to encourage cultivated land protectors to actively protect cultivated land resources and promote the improvement of cultivated land ecological environment by compensating them for ecological services.At the same time,this study also put forward the specific implementation plan of cultivated land protection ecological compensation mechanism,including the formulation of compensation standard,the determination of compensation object,the selection of compensation method,etc.Finally,aiming at the problems existing in the implementation of the ecological compensation mechanism for cultivated land protection,this study proposed a series of safeguard measures,including improving laws and regulations,establishing supervision mechanism,strengthening publicity and education,etc.,to ensure the effective implementation and operation of the mechanism.Specific conclusions are as follows:Firstly,there are problems in the practice of cultivated land ecological protection and compensation in Jilin Province.Combining with the problems in the practice of cultivated land ecological protection and compensation in Jilin Province,this paper studies the applicable conditions and influences of different compensation schemes through policy research and comparative analysis of the provinces that have implemented the ecological compensation for cultivated land protection.The framework of ecological compensation system for cultivated land protection in Jilin Province was constructed from the aspects of compensation subject,compensation method and compensation conditions.Secondly,Yanbian Prefecture and Baishan City in eastern China have high per capita cultivated land ecological footprint and ecological carrying capacity,and there is a big gap between them and western China.Although the cultivated land ecology in Jilin Province is healthy on the whole,there are great differences among prefecture-level cities.In the eastern region,the per capita cultivated land ecological footprint and ecological carrying capacity are relatively balanced,but the ratio of per capita cultivated land ecological footprint and ecological carrying capacity is gradually unbalanced with the move to the west,indicating that the regional ecosystem is facing a certain pressure.In addition,although the overloading situation in deficit areas has improved,further measures are still needed to reduce their overuse of arable land resources.In surplus areas,more efforts are also needed to ensure the sustainable and stable development of the region’s ecosystems.Thirdly,according to the ecological service value of unit cultivated land in 2020,ecological footprint of per capita cultivated land in Jilin province,ecological carrying capacity of per capita cultivated land in Jilin province,ecological compensation of cultivated land in2020 and cultivated land area in Jilin Province,the standard of ecological compensation of unit cultivated land in 2020 can be calculated as 1207.24 yuan/hectare by using formula 10.Finally,the author puts forward the corresponding enlightenment: first,the public should be encouraged to actively participate in and supervise the implementation of the cultivated land ecological compensation system while improving the public cognition through strengthening publicity,education and information disclosure;The second is to establish the cultivated land ecological function evaluation system,including the evaluation of cultivated land ecological quality,the calculation of ecological benefit and the maintenance of cultivated land ecological function.Third,strengthen the relevant laws and regulations,policies and standards,clarify the rights and responsibilities,scope and standards of ecological compensation,establish a sound supervision and punishment mechanism to strengthen the legal construction of cultivated land ecological compensation system;The fourth is to realize the diversified operation mode of cultivated land ecological compensation system through different ecological compensation methods and mechanisms.Fifth,we need to strengthen research and trials on the mechanism of ecological compensation for cultivated land protection,and strengthen scientific research and technical support to provide stronger support and guarantee for the implementation of the ecological compensation system.
