As China’s economy and society have entered a new stage of high-quality and sustainable development,sustainable development has become a major theme of social development in the context of national strategies such as "carbon peaking,carbon neutrality".The ESG concept,which aligns with environmental,social,and governance concepts,has received widespread attention.The rapid development of urban rail transit in China has led to a continuous increase in operating mileage.In order to guide the high-quality development of urban rail transit projects,pay more attention to environmental impact optimization,social responsibility,and governance efficiency improvement,and achieve high-quality and sustainable transformation and upgrading of urban rail transit operations,this article incorporates the ESG concept into the operation period of urban rail transit and conducts research on the ESG evaluation index system during the operation period of urban rail transit,The research content is as follows:(1)Design a value driven ESG evaluation index framework for urban rail transit operation period.Firstly,analyze the connotation of responsible investment and its guidance for ESG.Secondly,analyze the value of underground space development and its guidance relationship for ESG.Finally,based on the feasibility study report of urban rail transit projects and the characteristics of the operation period of urban rail transit projects,further refine the connotation of ESG during the operation period of urban rail transit projects,including green,low-carbon,diverse,multifunctional,and controllable risks Rationality and sustainability,obtaining a value driven ESG evaluation indicator framework for urban rail transit operation period.(2)Establish ESG evaluation indicators for the operation period of urban rail transit.Under the guidance of the value driven ESG evaluation indicator framework for urban rail transit operation period,based on the different characteristics of the three dimensions of ESG,the evaluation indicators are constructed using WSR theory,interview research,and axiomatic design.The environmental E-dimension indicator is based on WSR theory,analyzing the environmental and energy consumption problems caused by devices through physical dimensions.Solutions are proposed to the problems generated through both the rational and human dimensions,resulting in 3 secondary indicators and 9 tertiary indicators;Social S dimension indicators,identified through interviews with stakeholders involved in the operation period of urban rail transit,resulting in 3 secondary indicators and 12 tertiary indicators;The governance G dimension indicators are constructed using axiomatic design theory.Based on the analysis of the governance system during the operation period of urban rail transit,the governance system is designed,resulting in 3 secondary indicators and 10 tertiary indicators.Finally,the preliminary constructed indicators were optimized through expert interviews,resulting in three primary indicators,nine secondary indicators,and twenty-eight tertiary indicators.The final ESG indicator is a combination of three dimensional indicators and negative ESG indicators during the operation period of urban rail transit.The negative indicators focus on illegal and irregular issues in the three-dimensional ESG.(3)Establish an ESG evaluation model for the operation period of urban rail transit.Firstly,select the combination of ANP method and entropy weight method to determine the weight of the constructed indicators;Secondly,determine the evaluation criteria for indicators,and by setting a comment set,convert the comment set using a cloud generator into standard cloud parameters to obtain the evaluation standard cloud;Once again,determine the evaluation indicator cloud and convert the obtained three-level indicator data into cloud parameters such as expectation,entropy,and hyperentropy through a cloud generator;Finally,the evaluation comprehensive cloud is determined,which integrates established indicators and weight data.Based on the operational rules of the cloud model and fuzzy operations,the cloud parameters of the secondary indicators,primary indicators,and ESG comprehensive indicators are obtained.MATLAB software is used for simulation to obtain indicator membership and draw indicator cloud maps.The cloud maps of each indicator and ESG comprehensive cloud map are compared with the standard cloud map,On the basis of determining the evaluation level of indicators based on cloud parameters and membership,the evaluation results are presented clearly and intuitively based on the cloud map range and shape of the indicators in the evaluation cloud map.(4)Case analysis and countermeasure suggestions.Based on the constructed ESG evaluation index for urban rail transit operation period,taking Nanjing Metro Line N as an example,the ESG practice situation is analyzed.The practice situation is evaluated using a cloud model for urban rail transit operation period ESG,and the ESG level judgment result is obtained.Finally,based on the research and case analysis in this article,suggestions are proposed for the development of ESG during the operation period of urban rail transit in China.This article focuses on the study of the ESG evaluation index system during the operation period of urban rail transit,aiming to integrate the ESG management concept into the urban rail transit operation management system,guide projects to pay more attention to environmental impact optimization,social responsibility,and incorporate it into governance,promote highquality urban rail transit projects while promoting the in-depth development of ESG at the project level.
