Reserch On Safety Evaluation Of Urban Rail Transit Operation Based On Modular Management

With the rapid development of social economy,urban rail transit(URT),which acted as an important part of urban transport system in China,had shown explosive growth in the past few years.According to statistics,in the third quarter of 2017,The urban rail transit operation mileage of China reached 3862 km,showing that more and more cities entered the stage of network operation.At present,the security situation at home and abroad remains tense,the passenger flow volume increase gradually,and there are a wide range of operating equipment in the market.A small fault occurred in operations may cause unpredictable impact.Therefore,safety is always the top priority for operations management,and is the lifeline for urban rail transit operation units..For the URT operation enterprise,the key factor of safety management is how to control the eight elements,which is consisted of traffic safety,passenger safety,equipment safety,fire safety,construction safety,counter terrorism,subway protection and ticket security.Establishing a set of evaluation methods suitable for the URT operation enterprise as daily management is very important.This evaluation methods can help to reflect the current operation condition and management level,find the weakness and deficiencies,and improve them.Based on the analysis of the current safety situation of URT and the author’s safety management experience in URT operation enterprise,this paper summarized the importance of operation safety management and current risks.The paper defined the modules of operation safety management,researched the safety management methods and contrasted the domestic safety assessment system with abroad ones.The evaluation method is studied deeply,and the evaluation model of URT operation safety based on modular management is constructed.On the basis of comprehensive utilization of various evaluation methods,and through scientific calculation methods such as AHP,the primary index,secondary index and relevant weight of each module are defined,and each module is formulated.The evaluation criteria,as well as the evaluation calculation methods of modules,lines,regions and units,can effectively and objectively evaluate the operational safety qualitatively and quantitatively.In this paper,I had analyzed a city actual operation situation of a city as an example,according to the operation basic data,which are collected,sorted out and counted.Using the safety evaluation model which had been established,the monthly and annual evaluation results of each module,line,regional center,operation department are obtained.It is very significance because it can promote the safety management of operation department.
