Study On The Public Service Of Domestic Waste Disposal In Rural Town

"Clean and tidy " is an important item of the new rural blueprint which proposed in the Fifth Plenary Session of the Sixteenth Central Committee, It is an important measure of the modernization of the new rural.With the improvement of the living consumption level of the rural residents,there must produce lots of garbage, but the garbage disposal service supply can not keep up with the needs of the villagers, a lot of garbage can not be effectively treated. This influences rural environment and health of the rural residents. Therefore, properly solving the problem of rural domestic waste is important. It is conducive to realizing "beautiful countryside" and improving the level of government services.Rural town area is a rural business center and population center, garbage disposal has begun to implement. So, there is a certain research significance. Based on this, this article analyzes the present situation of the domestic garbage disposal service in arural town in Shiyan as the research object, using the field survey method to carry out in-depth interviews on the government officials, local villagers and Cleaners. The problems and causes are found, and some suggestions are put forward to improve the service supply mechanism of rural market towns.The research mainly includes five parts:The first part of the content is the introduction, the research background, significance, domestic and foreign Journals reviewed.The second part of the content is the related concepts and theoretical basis, explaining the definition of rural town garbage disposal, public service supply mechanism and two theoretical foundations——Theory of public goods and New public service theory.The third part of the content is the field research on the supply of public service in rural garbage disposal, understanding the current situation of town mainly from four aspects——the main body of supplies, supply content, supply mode and supply safeguard mechanism.This section mainly introduces the problems of garbage service supply,including insufficient supply, structural imbalance, low efficiency and inadequate protection. The reasons are single supply main body and supply mode, security mechanism defect and so on.The fourth part of the content is suggestions, This part mainly puts forward reasonable proposals including remodeling the value concept of public service supply, constructing a diversified supply subject, diversifying supply mode, clarifying the responsibilities of all levels of governments, and strengthening the supply security mechanism.The fifth part of the content is the conclusion and outlook. This part aims to make a summary of the contents and views of this paper, and make a expectation.The innovation of this paper is on the basis of empirical research, the town is a typical region to study rural garbage problems, we find that the defects of public service supply mechanism is the cause, and attempt to improve the mechanism to increase the garbage service supply.
