Study On The Problems And Countermeasures Of Safety Production Supervision In Township Enterprises

Township enterprises production safety supervision is the "last mile" in China’s safety supervision network,is the basis of the entire supervision and management of production safety,and is also the most critical,most important and weakest link in the supervision of grassroots production safety.At present,with the rapid development of the economy,social transformation continues to accelerate,the number of township enterprises increased year by year,township enterprises tend to diversify and complex supervision of safety production overall.The township is at the forefront of safety supervision,is the government’s responsibility for the supervision of production safety landing point.After the implementation of institutional reform,the township enterprise production safety supervision work has emerged some new situations,new problems,local supervision is not enough,the hidden danger of incomplete rectification,weak supervisory power,shortage of technical personnel and other issues more and more prominent.Guided by safety management theory,collaborative governance theory and new public service theory,this thesis analyzes the importance of strengthening the construction of production safety supervision in township enterprises in the new era.Taking Pinglu District of Shuozhou City as an example,it starts from the actual situation of township enterprises safety production supervision,makes a comprehensive summary of the current status and effectiveness of safety production supervision.From the four dimensions of regulatory responsibility,regulatory authority,regulatory team,and regulatory effectiveness,it deeply analyzes the characteristics of safety production supervision,and systematically analyzes production safety supervision of township enterprises faces problems such as inadequate performance of duties,unreasonable distribution of authority,unscientific team building and poor regulatory effectiveness.In view of the existing problems,we discuss the causes of the problems from the aspects of duty boundary,supervisory force,personnel capacity,supervisory means and guarantee capacity,and then put forward rationalized suggestions to improve the supervision of production safety in township enterprises,mainly to scientifically clarify the boundary of production safety supervision duties,establish a new pattern of diversified production safety supervision,strengthen the construction of safety supervision team,further enhance the basic guarantee capacity of supervision and law enforcement,and enhance Supervision and enforcement effectiveness.The value of this research is to theoretically support the innovation of production safety supervision at the grassroots level,on the one hand,promote the effective improvement of the comprehensive level of production safety supervision in township enterprises and prevent and reduce the occurrence of production safety accidents in township enterprises.On the other hand,it can help to further strengthen the supervision of production safety at the district and township levels of government,realize the downward shift of the center of gravity and the forward shift of the gate of safety supervision,further accelerate the modernization of the grassroots governance capacity and governance system,and realize people’s well-being,national security and social stability.
