Study On The Problems Of Production Safety Supervision For Micro Production And Business Units In Jiangsu Township

In the field of production safety supervision,enterprises and individual businesses are usually referred to as production and business units.With the rapid development of small and micro enterprises and individual businesses,they have brought new vitality to social and economic development.With the rapid development of economy and society,production and business units,while pursuing the maximization of benefits,have neglected production safety.Especially in the small production and business units,which occupy most of the grass-roots towns,there are backward safety management,safety responsibility is not implemented,safety supervision is not in place and other problems.Research on this will help to improve the safety level of micro production and operation units,promote the stable and positive situation of production safety at the grass-roots level,and provide impetus for the healthy and sustainable development of economic society.This paper studies the safety supervision of Jiangsu township micro production and business units.Guided by responsive supervision theory,collaborative governance theory and risk management theory,based on the review and analysis of existing literature,questionnaire survey is adopted to investigate the person in charge of H town micro production and business units to understand the current situation of safety management of such units.The problems existing in safety production supervision of micro-production and business units are explored.Then,through the interview method,the staff of the supervision department,the person in charge of the micro-production and operation unit,and the personnel of the third-party service agency are interviewed,so as to supplement the current problems from multiple subjects and perspectives,and find out the causes of the problems in the interview.Through the research,it is found that the main body affecting the safety production supervision of micro production and business units mainly includes government supervision departments,production and operation units and third-party service agencies.The unreasonable setting of government supervision departments,unequal powers and responsibilities,and lack of professional talents lead to the lack of coordination among various departments in the supervision,the weakening of supervision functions and the lack of supervision ability.Micro production and operation units due to the weak awareness of safety production,the lack of subjective initiative and objective basis for responsibility implementation,safety management measures are not in place,resulting in the safety foundation of the unit behind,the lack of safety management personnel,backward safety management and to all staff safety production responsibility system is not implemented.The lack of standardized system of third-party service agencies,excessive dependence and lack of industry self-discipline lead to the weakening of government regulatory functions,the dilution of the production and business units’ consciousness of main responsibility,which increases costs,and the weak regulatory cohesion leads to the difficulty in truly improving the safety level of micro-production and business units.This study puts forward corresponding countermeasures and suggestions for the three subjects.Government supervision departments: straighten out the relationship between production safety supervision departments,set up township emergency management Bureau,and strengthen the construction of grassroots production safety supervision personnel.Micro production and operation units: should improve the foundation of production safety,encourage units to equip professional safety management personnel,improve the unit safety management measures,strictly implement the safety production responsibility system of all staff.Third-party service institutions: the government has issued a standardized system for third-party service institutions,established a "one-net" supervision system for third-party service institutions,and established industry associations to promote the sound development of third-party service institutions.
