The Coordinated Development Of New-type Urbanization And Low-carbon City Development

The new-type urbanization with high-quality development as its theme and green,circular and low carbon as its main development directions is an important strategic choice for China to realize modernization and expand domestic demand,and provides a source of power for sound social and economic development.Low-carbon city construction,as an important path for realizing "double carbon" goal,is also a key link of urbanization transformation to low carbon,and is closely related to new-type urbanization.From the perspective of development environment,low-carbon city construction and new-type urbanization are the important content of carbon emission reduction and the power source of economic and social development respectively,and the two have the demand for synchronous development;From the perspective of internal connection,the high-quality development of new-type urbanization cannot be achieved without the driving role of low-carbon city construction,and the construction of low-carbon city cannot be without the support of urbanization manpower,capital and other factors.The two have the inherent mechanism of coupling and coordination.Therefore,taking new-type urbanization and low-carbon city construction as the research object,it is of great practical significance to discuss the coordinated development relationship between them.This study mainly includes the following contents: First,related concepts and theoretical basis are sorted out by literature research method,and the interactive relationship between new-type urbanization and low-carbon city construction is defined as the coupling relationship,and the coupling coordination mechanism of the two is discussed.Secondly,on the basis of establishing the evaluation index system,a development analysis model based on the idea of "measuring the development level of each system-measuring the coupling coordination relation-diagnosing the obstacle degree-predicting the development" is constructed.Then,the empirical calculation of Urumqi new urbanization and low-carbon city construction was carried out.Finally,it puts forward countermeasures and suggestions according to the coordinated development of Urumqi city.The main conclusions of this study include:(1)The two-way interaction between new-type urbanization and low-carbon city construction is a coupling relationship,and this coupling relationship is affected by the four basic factors of manpower,policy,natural environment and scientific and technological innovation.New-type urbanization has an engine driving effect on low-carbon city construction,and low-carbon city construction has a positive feedback mechanism on new-type urbanization.(2)On the basis of system theory,both new-type urbanization and low-carbon city construction are regarded as a system,and new-type urbanization is divided into four dimensions of population urbanization,economic development,infrastructure and public service,while low-carbon city construction is divided into four dimensions of low-carbon production,low-carbon life,environmental governance,policy and innovation.(3)A scientific and reliable comprehensive evaluation model is constructed,as well as a coupled coordination analysis model that can realize longitudinal comparison of time dimension and diagnosis of obstacle factors.(4)The empirical analysis of Urumqi showed that the level of new-type urbanization and low-carbon city construction of Urumqi showed a rising trend from 2009 to 2018;The coupling degree of the two is stable at about 0.99,and they have good resonance,and the coordination development relationship changes from reluctant coordination to good coordination.Population urbanization,economic development,low-carbon production and low-carbon life are the main factors that hinder its coordinated development.In the future,the composite system of new urbanization and low-carbon city construction in Urumqi will evolve to a better coordinated development state.Based on the above research results,this thesis puts forward policies and suggestions from the aspects of improving the supply level of public services,making up for the weaknesses of low-carbon production system,guiding residents to deeply practice low-carbon lifestyle,and strengthening policy support.
