Effectiveness Source,Governance Logic And Optimization Path Of The Central Environmental Protection Inspection System

Ecological and environmental issues are of Paramount importance.The report of the19 th CPC National Congress stressed that in order to accelerate the reform of the ecological civilization system,it is necessary to reform the ecological environment supervision system and improve the ecological environment management system,and the central environmental supervision is an important part of the current ecological environment supervision system reform.The first round of central environmental inspections,which began in January 2016 and ended in May 2019,has achieved remarkable results in practice.At present,the second round of central environmental protection supervision is proceeding in an orderly way.A central environmental protection supervision system with distinctive Chinese characteristics and prominent governance efficiency is becoming mature with the operation and development of practice.As a launched by the party central committee and the State Council to conventional environmental governance "rectify",solve the problem of the central place to carry out the environmental policy with movement type governance characteristics of the system,the central environmental protection supervision system in practice to promote the local government in environmental protection work,get the broad support and recognition of the masses,the results with their system characteristics are closely related.Therefore,it is necessary to explore the essence of the central environmental protection supervision system and understand the fundamental source of the effectiveness of the central environmental protection supervision system to explain the advantages of the central environmental protection supervision system and further improve the system.Based on the policy documents and cases of the first round of central environmental protection supervision,this paper explains the endogenous source of the advantages of thecentral environmental protection supervision system,namely the source of its effectiveness,the operational logic of the advantages of the central environmental protection supervision system,namely the logic of governance,and puts forward the path to optimize the central environmental protection supervision system.First of all,the effectiveness of the system fundamentally belongs to the legal basis of the system.Based on Weber’s political legitimacy theory,the Karisma authority of the Party Central Committee and the legal authority of the supervision laws and regulations give the legitimacy of the central environmental protection supervision system,and the effectiveness itself can be divided into efficiency and effect.Therefore,the political authority and the social foundation force are the concrete sources of the effectiveness of the central environmental protection supervision system.Secondly,the advantages of the central environmental protection supervision system are embodied in the specific governance logic.The effective combination of top-down bureaucratic system and movement governance logic and bottom-up public participation governance logic realizes the effectiveness and durability of the central environmental protection supervision system.But,in the middle of the fusion of multiple governance logic environmental protection supervision system still exist some problems in practice,need to further improve the central environmental protection supervision legal system,establishing the compound system of environmental supervision,standardize the central environmental protection supervision assessment and accountability mechanism and perfect the public participation in environmental protection supervision institutionalized channel aspects optimizes unceasingly,Thus it can play an important role in promoting the construction of ecological civilization in China more effectively.
