Study On Countermeasures To Improve The Environmental Protection Inspector System

With the rapid development of China's society,while the economic construction has made remarkable achievements,it is also accompanied by the frequent and easy occurrence of environmental pollution problems,deterioration of environmental quality and ecological destruction.The main reason for the frequent occurrence of environmental problems is that local party committees and governments at all levels are unbalanced in handling the relationship between economic development and environmental protection,neglect environmental protection work,and fail to implement the national environmental protection laws,regulations and policies.In order to strengthen the construction of ecological civilization and improve environmental quality,the state has established an environmental protection inspector system to supervise the implementation of the responsibilities of both the party and the government and of one post and two posts for ecological environmental protection.The article generalizes the relevant research literature at home and abroad to understand the research status quo,on the externality theory,market failure theory,the administrative power restriction and inspector theory,the house international relations theory as the foundation,demonstrates the necessity of conducting environmental protection inspector in our country,reviews the development history of our country environmental monitoring system,expounds the basic contents of environmental inspector and results,and the Q province as an example of environmental protection inspector work to carry on the analysis,found that the environmental protection inspector remarkable achievements have been obtained at the same time,there are imperfect legal system,imperfect institutions,the lack of performance appraisal,etc.And then through the analysis of the environmental regulation system and land inspector system in our country,draw lessons from the legal system construction,institution establishment,power and responsibility to determine experience,put forward the establishing and perfecting the inspector system of laws and regulations on environmental protection,strengthen the construction of the provincial environmental protection inspector mechanism,establish and improve environmental protection inspector countermeasures such as performance evaluation system,in order to further promote the continuous development of environmental protection inspector system to improve and normalized environmental protection inspector to provide the reference of Q province.
