Research On Safety Supervision And Informatization Of Petroleum Marketing Enterprises

In recent years,CNPC has established and implemented the HSE management system(i.e.,health,safety and environmental management system).As the sales terminal of CNPC,the oil sales enterprise has the characteristics of multi-faceted risk management and control of its gas stations,which are diversified in risks and difficult to control.The author reviewed literature and data and found that the number of safety incidents(attempted accidents)increased in the company during the three years from 2017 to 2019.The author investigates and analyzes the safety supervision and inspection management of the enterprise and the operation of THE HSE system,points out the reasons for the operation of the HSE system behind the recurring serious problems in the enterprise,and puts forward the phenomenon and causes of the "idle running" of the HSE system."Idle" phenomenon,in order to eliminate system based on GB/T45001-2020 the occupational health and safety management system requirements and use guide "as the basis,with reference to Q/SY1711-2014" health,safety and environment management system operation guidelines for the quality evaluation of the assessment framework,this article has been established the HSE system running quality evaluation system,and has been clear about the assignment basis and standards;Then,through quantitative evaluation and benchmarking analysis,the level of the current system operation quality is obtained,and the main elements to be improved are obtained.Then,Suggestions for improvement are put forward from three aspects: improvement of HSE management manual,establishment of new procedure document and operation document.In order to realize the improvement of HSE system operation through informatization,the author takes "improvement measures" as the demand,puts forward the design concept of "big cycle" and "small cycle" based on "PDCA" cycle,and designs and develops the "supervision management system" suitable for petroleum sales enterprises,which can be used to improve the supervision and inspection effect.Through practical cases,enterprises have improved the effect of supervision and inspection after using the system,thus improving the operation quality of HSE system.Finally,the author puts forward Suggestions on the integrated operation of the system and HSE system.
