Study On The Inspection And Supervision Behavior Of Imported Coal In Hainan Port

The quality safety of imported coal at Hainan Port is related to the natural environment of Hainan Province,the people's life and health and the legitimate rights.As.the main law enforcement officer in controlling the quality safety of imported coal at Hainan Port,Hainan Entry-Exit Inspection and Quarantine Bureau must ensure the quality safety of imported coal,promote trade facilitation,shorten customs clearance time and reduce corporate customs clearance costs.Currently,China has introduced a series of policies restricting the import of coal.However,Hainan Province has a special geographical position and is extremely short of electricity during its rapid development.Therefore,under the increasingly strict policy,the volume of imported coal didn't decrease,but increased.The original imported coal inspection and supervision behavior of Hainan Entry-Exit Inspection and Quarantine Bureau is no longer suitable for the external environment changes with strict inspection items and increased inspection batches.This paper thoroughly analyzes the situation of imported coal in Hainan Port in the past three years and uses the auditing points and review ideas in the ISO9001 quality management system to design an interview outline.The inspection supervisor and inspected individuals of Hainan Port were interviewed.Through the comprehensive analysis with grounded theory,the relationship between the subject and object of inspection,staff and environment at Hainan Port and the impact on the inspection and supervision of imported coal were obtained.Then the factors affecting the inspection and inspection of imported coal at Hainan Port were analyzed.It is concluded that the Hainan Entry-Exit Inspection and Quarantine Bureau performs insufficient supervision on the related coal-imported enterprises and insufficient training and evaluation of supervisors.Data reflects poor structure of organization,weak sense of responsibility,arbitrary distribution of powers and responsibilities and poor administration.Hainan Port is also lack of risk-controlling of sampling coal,weighting water gauge and quality inspection.Finally,based on the new public management theory and macro quality management theory,this paper puts forward the subject,object and environment of coal import inspection and supervision in Hainan Port.it is proposed to select existing imported coal inspection and supervision staff focusing on capacity training and performance appraisal;and optimize administration of the Coal-importing Inspection and Quarantine Bureau;draw on the PDCA cycle quality and safety system thinking model,construct the risk data collection,the risk management of the risk control center,the port supervision and guarantee system in the event,the traceability after the event,the safe disposal,and the responsibility;Establish a cooperative memorandum mechanism,enterprise registration and filing mechanism and customer satisfaction mechanism,and establish a collaborative supervision and management system of "information sharing,supervision mutual recognition and law enforcement mutual assistance";We will improve laws and regulations on coal imports,help enterprises improve the contents of contracts,increase input in inspection and supervision facilities,and ensure that the basis for inspection and supervision of coal imports is solid.It is expected to improve the inspection supervision of imported coal at Hainan Port after these series of actions.
