| As an upstream oil production plant in the oil industry,its production has many dangers.The products of the oil production plant are oil and natural gas,which belong to flammable and explosive products.Moreover,the act ivities of the oil production plant will produce pollutants such as the sump oil and the sewage.The pressure of the environmental protection is enormous.These factors will easily lead to the production accidents in oil production company,which will cause serious enterprise losses and adverse social impact.So the safety in production is the top priority of oil business management.Health,Safety and Environment are the three-in-one HSE management system,which is recognized as an effective safety management system in the petroleum industry and plays an extremely important role in the safety production of petroleum enterprises.As an important part of HSE management system,HSE supervision management undertakes the vital inspection work of the safety in production.It relies on supervision and inspection to discover the risks and hidden dangers existing in production,and provides an important guarantee for the smooth operation of HSE management system and the safety production of oilfield enterprises.Daqing Y Oil Production Company is a typical onshore oil field production plant.Since 2011,the HSE supervision management system of Daqing Y Oil Production Company has been implemented.There are some problems in its HSE supervision management system with the development of the company.It is necessary to study the schemes to improve it,so that the system can give the safety in production of Daqing Y compay the better service.Taking the HSE supervision management system of Daqing Y Oil Production Company as the research object,this paper elaborates three problems existing in the HSE supervision management system of Daqing Y Oil Production Company at present: insufficient guidance of supervision and inspection,inconsistent standards of supervision and inspe ction,and poor initiative of inspection and improvement of supervision objects.The causes of the problems have been analysed from the aspects of system,human resources and current management methods,and takes supervisory-oriented analysis method,standard documents and innovative management methods as the breakthrough point,combines the supervisory and inspection data of Daqing Y Oil Production Company in 2018,and uses the methods of documentation,the data analysis and the inductive design to thoroughly study the improvement plan.The supervisory-oriented analysis method of HSE supervision management in Daqing Y Oil Production Company is established.The standard document system of HSE supervision and inspection is formulated.And the means of classification supervision management in Daqing Y Oil Production Company is studied.They are including the detailed scheme content and the research results.At the same time,the corresponding safeguard measures have also been given from the aspects of human resources,the equipment and facilities,the treatment policy and the communication management,which effectively guarantees the implementation of the improvement plan.Through the formulation and implementation of the above series of plans,the HSE supervisio n management system of Daqing Y Oil Production Company has been effectively improved.So that the HSE supervision can be more directional and targeted.So as to find out the worse units and weak links of safety management through supervision and inspection can been realized in time.And it can been used to promote the fairness,science and standardization of HSE supervision work.In order to improve the management level of the HSE managment in Daqing Y Oil Production Company,the supervisory units can gradually realize self-initiative checking and modification,and play a more effective supervisory role in safety production of Daqing Y Oil Production Company. |
