Research On The Collaborative Governance Of The River Chief System In G City

Since the official launch of the "river chief system" in June 2017,G City has put the idea of water management in the new era into practice,adhered to the working principle of water conservation first,spatial balance,systematic governance and twohanded power,and comprehensively implemented the river chief system in the city’s rivers,lakes and reservoirs with the main purpose of protecting water resources,controlling water pollution,improving the water environment,and restoring water ecology,establishing a river and lake management and protection mechanism featuring responsible governance,orderly coordination,regulated supervision and strong protection,the utilization of rivers and lakes resources is scientific and orderly,the area of rivers and lakes is stable but rising,and the functions of rivers and lakes in flood control,drainage,water supply and ecology have been significantly improved.A modern river network featuring connectivity,good functions,water quality standards and ecological diversity has been basically completed,and people’s satisfaction and sense of gain have significantly increased,the implementation of the "river chief system" in G City can be described as fruitful.However,after several years of rapid development,the current "river chief system" is facing bottlenecks and difficulties in development.In addition,China’s water environment management has been facing the dilemma of "Nine Dragons Water Control",the implementation of the "river chief system" has a certain alleviating effect on "Nine Dragons Water Control",but it is difficult to effectively solve this complex water environment problem by relying on the strength of the river chief alone,and it is necessary for the river chief to take the lead,the department to coordinate,and the participation of enterprises,the market and the public to truly and effectively solve this problem.Therefore,it is of great practical significance to conduct an in-depth discussion on the coordinated governance of the "river chief system" in G City.The "river chief system" is an emerging water environment management system,which is both respected by scholars and criticized.This paper makes full use of the literature research method,case analysis method and interview survey method to summarize the current situation of the implementation of the "river chief system" in G City in 2017,which has formed four major aspects: pluralistic collaborative governance subjects with river chiefs as the core,responsibility-oriented collaborative system constraints,collaborative governance system centered on river chief office system and collaborative realization of "river chief governance" as the performance goal.After investigation and interviews,it was found that there were problems in the work of the "river chief system" in G City,such as excessive reliance on government governance subjects,imperfect internal collaborative governance system,lack of efficiency of administrative evaluation and supervision,and low awareness of active participation of social forces.In order to solve the problem of insufficient coordination in the operation of the "river chief system" in G City,this paper fully applies the polycentric governance theory and collaborative governance theory,through careful summary and profound reflection,it is found that the main reasons for the lack of coordination in the operation of the "river chief system" in G City are that the main structure of collaborative governance is unbalanced,the collaborative governance system has not kept pace with the times,the efficiency of collaborative governance is not scientific,and the concept of collaborative governance is relatively backward.Based on the perspective of multi-center governance,the development trend of collaborative governance of the river chief system is analyzed,and countermeasures and suggestions are put forward from four aspects,which include optimizing the main mechanism of collaborative governance,building a collaborative governance institutional system,improving the efficiency level of collaborative governance,and cultivating the conceptual environment of collaborative governance,so as to build a long-term mechanism of collaborative governance of the "river chief system" in G City,and realize "river chief governance".The innovation of this paper lies in the fact that,to a certain extent,it makes up for the lack of research on the collaborative governance of the river chief system,such as:the participants are not considered comprehensively,the root cause of the poor coordination of the main body is not involved,and the coordinated governance of the river chief system is not sufficiently targeted.In this paper,all participants in the river chief system are included in the study,and the synergy relationship of all parties is deeply excavated to make up for the lack of existing literature,analyze the root causes affecting the collaborative governance of the river chief system,and propose improvement measures.Of course,the discussion of some contents in this article is not comprehensive enough,and the number of case materials such as interviews and research is limited.
