Research On Public Participation In Water Environmental Governance At Chinese Grassroots Level

With the country’s vigorous promotion of ecological civilization construction and the gradual improvement of the public’s requirements for water environment,water environment governance has attracted the general attention of the whole society.Although in the water environment management work,the government assumes the main function,but the public also plays an indispensable role.In addition,with the continuous change of governance methods,public participation has gradually become an important force for social governance and improvement of water environment governance.To conduct a study on public participation in water environmental governance at the grassroots level in China,not only can effectively make up for the existing research,which lack of public participation in the research of water environment governance at grassroots level,improve the existing theory system,Moreover,it can provide reference for public participation issues,continuously promote the progress of public participation in water environment and other environmental fields.Through questionnaires and interviews with the masses and government staff in combination with the actual work of water environment governance in T Town of Suzhou,the existing literature on public participation in water environment governance at grassroots level was reviewed,obtain information,data and perform statistical analysisand.Centering on public participation,research has been carried out in four aspects: "laws and regulations","awareness","approach" and "long-term guarantee".The first part of the paper mainly expounds the research background and significance,reviews the research status at home and abroad,and summarizes and introduces the research content,key issues and research methods.The second part summarizes the basic concepts of water environment,public participation and other relevant theories,as well as multicenter governance theory and public participation ladder theory.The third part,introduces the general situation of T Town,conducts a questionnaire survey of public participation in water environment management in T Town,Suzhou City,evaluates and analyzes the results,and summarizes the relevant results of the water environment governance.The fourth part,reveals that the public participation in the water environment governance at the grassroots level in our country has some problems,such as the imperfect rule of law construction of public participation,public participation initiative awareness to be enhanced,public participation channels are few,public participation long-term insufficiency,and analyzes the reasons for the problems thoroughly.The fifth part,aims at the causes such as the inadequate enactment and enforcement of laws and regulations,the insufficient publicity and training of public participation,public participation is dominated and involved too much by the government,and the imperfect long-term guarantee mechanism of public participation.Some countermeasures and suggestions are put forward,such as improving the enforcement mechanism of laws and regulations,strengthening the publicity and training mechanism,transforming the government-led water control mechanism,and improving the long-term guarantee mechanism of public participation in water environment governance at the grassroots level.
