| In recent years,the consumption of natural gas has been increasing continuously.China has been planning the construction of LNG storage,distribution and peak regulation facilities,and the safety risk of the operation of LNG storage,distribution and peak regulation projects has been increasing.At present,there is no mature LNG related risk management theory.In order to reduce the possible losses during the operation of LNG storage,distribution and peak regulation projects,this paper combines risk and operability analysis(HAZOP),interpretive structural model method(ISM),accident tree analysis(FTA)and other relevant theories.Comprehensive safety risk identification,analysis and evaluation are carried out for the operation of LNG storage,distribution and peak regulation projects.The main research contents are as follows:(1)Taking the Hukou LNG storage,distribution and peak regulation project in Jiangxi Province as an example,HAZOP analysis was carried out on the operation process of the LNG storage,distribution and peak regulation project from three nodes including LNG feeding,LNG storage tank and BOG compression according to the operation situation of the project,and key safety risk factors were identified in the operation process of the project;(2)ISM is adopted to further analyze the identified security risk factors,build a hierarchical risk model,and analyze the internal relationship of each security risk factor;(3)Combined with the analysis results of HAZOP and ISM,LNG fire explosion was selected as the top event to construct the FTA model,and the qualitative and quantitative evaluation and calculation of the FTA model were carried out to develop the risk control process and plan.Combined with practical cases,this paper constructs a research model for the analysis and evaluation of operational safety risks of LNG storage,distribution and adjustment projects with the ISM-FTA method,analyzes and verifies the applicability and reliability of the model,and develops the risk control process,providing a new idea and reference for the operational safety risk management of LNG storage,distribution and adjustment projects. |
