Research On Social Capital Risk Assessment Of PPP Projects For Water Environmental Treatment

China is a country with unequal population and available water resources.With the rapid economic development in recent years,China is facing problems such as lack of water resources,destruction of water ecology,water environmental pollution and so on.With the promulgation of the water pollution prevention and control plan,the water environment treatment has been completely opened,which has become an urgent problem to be solved.The previous methods of building sewage treatment plants can no longer meet the requirements of current water environment treatment.It is difficult to achieve results by blindly emphasizing the initial end treatment and end-to-end standard improvement.It is necessary to take the sewage treatment plant,pipe network coordination and urban river and river banks as a system for comprehensive treatment.According to the traditional concept of water environment,if the government is fully responsible for the current water environment governance,it will be a great challenge to the government in terms of huge capital investment,management ability and governance technology.Based on China’s strong policy support for PPP,the introduction of PPP model into the field of water environment governance has huge development space,which can not only solve the government’s financial pressure,management ability and short board of governance technology,but also provide a new investment opportunity for social capital,and more importantly,improve the efficiency of water environment governance.Combined with the characteristics of water environment governance PPP project,such as strong public welfare,many participants,long construction and operation period,wide coverage and relatively low income,and the introduction of PPP model in the field of water environment governance in China is in the exploratory stage,more and more problems have been exposed.For example,the willingness of social capital to participate is low,and the original intention of introducing PPP model is difficult to realize.The risk problem in the PPP project of water environment governance is an important reason for the low enthusiasm of social capital participation.To solve this problem,we must first evaluate the existing risks before we can take targeted countermeasures.Therefore,this paper studies the risk assessment of social capital’s participation in water environment treatment PPP project and The main research contents include the following three parts:(1)Establishment of social capital risk evaluation index system of PPP project for water environment governance.Firstly,starting with literature research,this paper summarizes 64 index factors;Secondly,10 real water environment comprehensive treatment PPP projects are studied,and the risk factors involved in these 10 projects are sorted out.Combined with the risk factors sorted out by literature research,68 index factors are obtained;Finally,19 index factors are selected and determined by questionnaire survey and expert interview,which are classified into five categories: political policy and macro environment,construction,operation,market and force majeure.(2)Establishment of social capital risk assessment model for PPP project of water environment governance.Considering the dynamic influence relationship and boundary fuzziness between index factors,in this paper,qualitative and quantitative methods are used to evaluate index factors.After a variety of methods are compared,In this paper,the interpretative structural model method is used to deal with the influence relationship between risk factors and index classification.On the basis of index classification,the weight is determined by analytic hierarchy process,and the fuzzy comprehensive evaluation method is introduced for quantitative evaluation.Finally,the social capital risk evaluation model of water environment treatment PPP project based on ISM-FAHP is established.(3)Case analysis.This paper applies the established risk assessment model to the PPP project of water environment treatment in Pingyu county to verify the effectiveness and applicability of the model,and gives targeted suggestions according to the evaluation results.From the perspective of social capital,this paper constructs a set of scientific risk evaluation system for PPP project of water environment governance,puts forward targeted improvement suggestions from the evaluation results,provides risk management ideas for all participants,strives to better realize the original intention of introducing PPP mode in the field of water environment governance,and provides support for the smooth progress of PPP project of water environment governance.
