With the continuous improvement of China’s development speed and urbanization rate,the masses of the people are more interested in high-quality and high-standard living supplies,and more and more people are interested in comfortable,healthy and safe living materials and living environment.However,the amount of domestic waste generated increases rapidly with the rise of the living standard line.The existing methods of classifying and disposing of domestic waste by category and the efficiency of treatment are no longer sufficient to cope with the speed at which domestic waste is continuously being produced.The stability of the ecological environment and the health of the people have brought high-level threats,and at the same time,they have also restricted society from moving forward in a higher and better direction.Comprehensively promoting the classification and management of domestic waste is an inevitable requirement to protect the ecological environment from pollution,to ensure the sustainability of social development,and the stability and health of people’s home life quality.At the same time,the effective promotion of garbage classification will help escort my country’s carbon peak and carbon neutrality goals.Under the guidance of the overall national policy,Shandong Province has made a series of attempts to vigorously promote the classification of domestic waste,and achieved certain results,but there are still aspects worthy of improvement.The garbage classification mentioned in this article refers to the classification of domestic garbage.The classification of domestic garbage is to follow the established regulations or standards to separate the garbage in the life into different categories,transport them according to categories,store them according to categories,and treat them according to categories,so as to make The ecological environment pollution that may be caused by various kinds of domestic garbage originally mixed in chaos has been stopped.Based on the literature analysis method and comparative analysis method,through field investigation and empirical analysis,we can understand and grasp the garbage classification situation of the target site.According to the country’s overall planning,some cities in China have already carried out waste sorting and management actions and achieved good results,but they are faced with the dilemma of high enthusiasm in the early stage,exposure of problems in the middle stage,and unsustainable in the later stage.The opinion of residents on the classification of garbage by category focuses on the benefits of circular economy.They believe that not classifying domestic garbage is just not able to obtain the benefits of classification.Residents fail to fully and accurately realize that putting domestic garbage into collection bins after classification can reduce ecological environmental pollution.However,at the current stage,the domestic garbage mainly incinerated and landfilled will cause pollution to the ecological environment by category,posing a potential threat and serious damage to the land,soil,natural water,natural air and other resources and environment.The whole process of domestic waste from generation to disposal has typical social attributes,and the participation of residents has obvious environmental externalities.Residents do not need to pay too much for environmental pollution,resulting in failure to form environmental ecological pollution.The majority of residents should carry out The ideological responsibility for prevention and control,the enthusiasm for the classification of domestic waste is not high.When the policy is pushed forward by the executive body,there is no organic combination and coordination.At the same time,due to unfamiliarity with the policy or due to its own cognition,there is a little cognitive deviation in the domestic waste classification policy,which leads to the implementation of domestic waste classification.Difficulty.This paper takes the externality theory of ecological environment and the theory of collaborative governance as the basic theory of this research.After analyzing the relevant literature on the treatment of domestic waste by category,it compares Shanghai,Jinan,Qingdao and Tai’an among 46 pilot cities.,to analyze the problems and specific reasons in the process of domestic waste classification and treatment in Shandong Province.Distinguish and analyze the role of the difference between resource utilization and pollution prevention and control of garbage classification in the process of policy promotion,try to analyze the difficulties and potential solutions to the implementation of domestic garbage classification management from the perspective of ecological environmental pollution prevention and control,and use collaborative governance,Theoretical foundations such as environmental externality theory provide suggestions for the direction.
