As the world’s largest energy producer,energy consumer and carbon emitter,China has made "carbon neutrality;emission peak" a national strategy.These days,China’s power industry discharges maximum carbon emissions in all industries,with high pollution and high energy consumption.Striving low-carbon economic progress is the antistop for its future.How to scientifically assess the carbon performance of China’s power companies under the low-carbon economy has become an academic hotspot.Huaneng International as the thermal power generation enterprise with the largest construction capacity in China,takes it as the case study object of this paper,and it is of considerable theoretical and practical value to set a carbon assessment system based on the background of "carbon peaking and carbon neutrality goals " in line with the enterprise.In this paper,the relevant literature is sorted out and summed from three angles: the concepts of carbon performance at local and abroad,evaluation indexes and evaluation ways,and ultimately selects entropy method combined with comprehensive index method as the main method for carbon performance evaluation.Taking Huaneng International as the case study object,this paper analyzes the current situation and shortcomings of Huaneng International’s performance evaluation system.On this basis,a total of 16 specific factors are chosen from economic,energy and environmental levels to establish a carbon performance assessment system in line with the present development of Huaneng.The weight of various factors is determined by the entropy value method,and the comprehensive index method is used to assess the comprehensive level of economic,energy,environmental and carbon performance.Based on this score,Huaneng International’s carbon performance in the past six years is reasonably analyzed.Through longitudinal comparison,it is found that Huaneng International has achieved remarkable results in helping "dual carbon".Overall,the Huaneng International Carbon Performance Comprehensive Index shows an upward trend,indicating that enterprises continue to attach importance to carbon performance management.Through the comparison of comprehensive indexs at the economic,environmental and energy levels,it is concluded that enterprises have continuously attached importance to low-carbon environmental protection investment while paying attention to economic benefits,but have relatively insufficient management on energy consumption and energy structure related to energy level is relatively insufficient.In addition,this paper selects 10 listed power enterprises for horizontal comparison with Huaneng International,and finds that Huaneng International still has room for development in energy structure transformation,energy utilization efficiency and low-carbon technology development.Finally,based on the reform and development direction of the new electric power system and the requirements for green and sustainable development.For the improvement of companies,four measures and suggestions are proposed: first,increase R&D funds and talent investment in low-carbon innovative technologies;Second,strengthen the layout of the industrial chain,focusing on the complementarity of power products and geographical locations;Third,promote the strategic integration of supply chain,industrial chain and value chain;Fourth,strengthen environmental protection investment and supervision to improve the effectiveness of emission reduction.This article enriches relevant research on carbon performance evaluation systems in the power industry by studying Huaneng International’s carbon performance evaluation system,and also provides reference for similar research in various industries.
