Research On The Legal System Of Tourism Ecological Compensation In Nature Reserves

As an important carrier of ecological civilization construction,nature reserves also provide development space for ecological tourism.As a powerful ecological radiation area,nature reserves play an important role in protecting biodiversity,improving ecological environment quality and safeguarding national ecological security.Ecological compensation system is to maintain,improve and restore the ecosystem service function,a kind of benefit reward and incentive coordination for the protection and construction of ecological environment and natural resources;The establishment of tourism ecological compensation is to take into account the interests of all stakeholders and seek a balanced state among all stakeholders so as to alleviate the conflict between tourism development and environmental protection How to construct a standard and reasonable tourism ecological compensation system is an important proposition of the sustainable development of nature reserves and ecological compensation research.In 2016,the National Ecotourism Development Plan(2016-2025)issued by the National Development and Reform Commission and the National Tourism Administration put forward the innovative development mechanism of environmental and ecological compensation and ecotourism industry,and worked out the benign cycle paradigm of environmental compensation and environment-friendly tourism industry.Later,the report of the 19 th National Congress also mentioned the historic changes in the field of ecological and environmental protection and other core contents.The 20 th National Congress proposed the establishment of a system of protected natural areas with national parks as the primary task,nature reserves as the premise,and various types of natural parks as supplements,so as to promote the rational and scientific arrangement of various types of protected natural areas.Under the continuous attention of the state to the ecological environment,more attention should be paid to the nature reserves and the sustainable legal system of tourism ecological compensation should be implemented.The effectiveness of tourism development in nature reserves is closely related to the status of ecological environment.Under the premise of tourism development,the ecological environment system of nature reserves should be protected,and the interests of all parties should be coordinated.With the particularity of ecological environment in nature reserves as the background,the tourism development needs and the theoretical results of ecological compensation in the early stage should be followed.By analyzing the development background and implementation purpose of nature reserve and tourism ecological compensation system,the concept and theoretical basis of nature reserve and tourism ecological compensation system are elaborated.Secondly,it makes a comprehensive analysis of the legal system of tourism ecological compensation in nature reserves,including government supervision and the role played by the public in the implementation of the system,and then draws on foreign advanced experience,combined with the actual situation of China’s nature reserves,and finally puts forward ideas from three aspects: establishing a complete legal system,deepening government supervision and public participation.In order to maintain the integrity of nature reserves,implement comprehensive compensation standards and diversified compensation methods,and build a scientific and standardized legal system of tourism ecological compensation in nature reserves.
