The rural small and micro enterprises play an important role in improving national income and promoting economic development,and are an important channel for starting businesses and enriching the people.Their human resources are the main driving force for their development.Affected by the overall downward trend of market economy and the outbreak of COVID-19 epidemic,the development pressure of rural small and micro enterprises has increased dramatically.Under the background that the country strongly supports human resources as the primary production resources,the development of human resources support for rural small and micro enterprises in China has made great progress,and the rural small and micro enterprises have been growing and making great contributions to China’s economic construction.However,the human resources support policies for rural small and micro enterprises are still not perfect and have shortcomings.In this thesis,based on the on-the-spot investigation of the head enterprise of fragrant wood fan processing in Guangchang county,Jiangxi Province,this thesis uses the methods of case analysis,interview and literature research,and bases on the theory of public service,government function and human resource management to sort out and analyze the existing problems and causes of human resource support policies.The main problems are: unclear policies,insufficient planning and imperfect supporting services;lack of sense of service and sense of responsibility;the propaganda is weak and the propaganda channel is single;the content of skills training is too basic and lacks systematicness and planning.The main reasons are: insufficient attention is paid to information transmission,which leads to low efficiency of information transmission,incomplete uploading information and weak distribution;rural public service facilities and grass-roots service management system are not perfect;low cultural level of rural human resources.Through the analysis of human resources support policies for rural small and micro enterprises,the corresponding suggestions are put forward,these suggestions mainly include giving full play to the leading role of the government,optimizing the path of policy upload and release and top-level design;paying attention to the role of information transmission,increasing policy propaganda and rural information acquisition channels;improving the level of handling services and the grass-roots service management system;strengthening the construction of rural public infrastructure and improving rural public services;deepening the reform of rural education system and improving the overall quality of rural human resources;enriching the human resources market,further improving the rural land system and strengthening the cooperative training between vocational colleges and enterprises;increasing financial investment and attracting talents to the countryside.It is hoped that through the research on the human resources support policies of rural small and micro enterprises,it will help the development of human resources of rural small and micro enterprises,promote the better and faster development of rural small and micro enterprises,create more jobs,win the battle against poverty,and make rural small and micro enterprises show greater effectiveness in resolving social problems and helping national economic growth.
