"Safety first" is the primary principle of airline operation,how to assess the safety operation of the company and operation control is an important issue in the field of aviation safety research,with the occurrence of unsafe events in civil aviation in recent years,the evaluation of safety performance has been the focus of research,and the safety performance evaluation of operation control is the most important.The research in this thesis focuses on the construction,improvement and application of the airline operation control safety performance evaluation index system and comprehensive evaluation model.The thesis begins with a study of the construction of safety performance indicators.Based on the safety management-related entries in the ICAO Doc9859 Safety Management Manual(4th edition)and the requirements of China’s civil aviation for the construction of airline safety management systems,the thesis combines the safety management purpose-safety effectiveness with the four pillars of the safety management system.The airline operation control safety performance evaluation index set was formed in five dimensions:safety policy and objectives,safety risk management,safety assurance,safety promotion and safety benefits;the entropy weighting method was used to comprehensively score and filter the indicators in terms of Specific,Measurable,Attainable,Relevant and Time-bound according to the SMART principle,and finally 5 primary indicators,11 secondary indicators and 40 tertiary indicators were obtained.The operation control safety performance evaluation index system.Then,the Grey Relational-TOPSIS method was used to establish the safety performance evaluation model of the company’s operation control.In order to reduce the subjectivity of the evaluation results,subjective weights were combined with objective weights using the idea of Game Theory mixed weighting,in which the subjective weights were determined using the FAHP method and the objective weights were calculated using the coefficient of variation method and the CRITIC method respectively,to establish a Grey Relational-TOPSIS method of airline operation control safety performance evaluation.The combined model can obtain the change trend of safety performance and the main influencing factors,which can provide reference for the company to formulate safety management strategy and improve the safety operation level.Finally,the thesis presents a case study to validate the comprehensive evaluation model,using Airline M’s operation control safety performance evaluation as a case study to explore the applicability of the evaluation model under two combined weighting scenarios,to obtain the ranking of the company’s safety performance in four quarters of a year,and to compare and analyze the results under the two weighting combinations.The safety performance evaluation index system constructed in the thesis can be applied to the safety performance evaluation of the airline’s operation and control department.The comprehensive evaluation model established can transform the level of safety management construction of operation and control into the evaluation of safety performance in the form of data,which provides a theoretical basis for the company to carry out in-depth safety management and safety management system construction.
