With the vigorous promotion of "One Belt and One Road" construction,energy cooperation with oil exploration and development investment as the main focus has become the focus of regional cooperation."One Belt and One Road" countries along the oil exploration and development investment is different from the traditional overseas oil exploration and development investment.Therefore,it is of great significance to realize the importance of bilateral cooperative relations and correctly evaluate the investment risks of petroleum exploration and development in countries along the belt and road.This paper firstly reviews the status quo of China’s oil exploration and development investment in the countries along the belt and road,and analyzes the existing problems to provide a realistic basis for risk identification and evaluation.Then,starting from the particularity of petroleum exploration and development investment in "One Belt and One Road" countries.On the basis of the introduction of "bilateral cooperation risk" index,a risk evaluation index system suitable for "One Belt and One Road" field is established.Then,with the Nash equilibrium as the target,the comprehensive weight of risks is determined by using the game theory model combined with the Delphi method and the entropy weight method,and the grey relational degree-TOPSIS method is selected to comprehensively rank the risks,so as to establish a scientific and reasonable risk evaluation model for oil exploration and development investment.Lastly,41 along the key resource for the empirical analysis,the seven dimensions of risk index system of evaluation results comparing with the results of six dimensions,representative resource countries,for example focus on the "risk" of bilateral cooperation degree of impact on overall risk and the mechanism of action,and based on this,advances the corresponding measures of risk aversion.
