| Promoting the construction of the civil aviation industry governance system and governance capacity is an important measure to realize the modernization of national governance.Civil aviation inspectors,as the core force of industry governance,play a positive and important role in promoting the safety and stable development of civil aviation.The ability of civil aviation inspectors directly affects the quality and efficiency of industry supervision,and also affects the level of industry safety management.Therefore,how to evaluate the ability of civil aviation inspectors scientifically and effectively has become the focus of our country’s civil aviation industry.Firstly,this thesis reviews the existing research on civil aviation inspectors’ competence evaluation and related topics,and introduces the categories of civil aviation inspectors.Based on the "one quality and three abilities" proposed in Document No.88 issued by CAAC in 2019,the initial indicators system of civil aviation inspectors’ competence evaluation was constructed through regulation combing and literature summarization.After expansion,merging and deletion,the indicators system of civil aviation inspectors’ competence evaluation was determined.It contains four primary indicators and forty-five secondary indicators,the primary indicators are political quality,rule of law ability,management ability and operational ability.Secondly,the weights of primary and secondary indicators were determined by using the improved entropy weighting method.By preparing a questionnaire on the importance of civil aviation inspectors’ competency evaluation indicators,the questionnaire was distributed to inspectors in all regional administrations of civil aviation,and 285 valid responses were received.Spss 26.0 statistical software was used to analyze the response data,and it was found that the Cronbach’s α coefficient was greater than 0.7,the KMO value was 0.928,and the P value was less than 0.001,and the results met the reliability criteria.The modified entropy weighting method was used to determine the weights of the primary and secondary indicators,where the weights of the primary indicators were 0.259 for political quality,0.267 for rule of law ability,0.204 for management ability,and 0.27 for operational ability.Finally,cloud model theory was introduced to evaluate the comprehensive competence of three civil aviation inspectors with different backgrounds.The numerical characteristics of the comprehensive ability are derived according to the inverse cloud algorithm and weighted calculation of indicators weights,the Matlab software was used to generate the standard cloud diagram and evaluation cloud diagram,and the ability level of the inspectors is evaluated by calculating the cloud similarity and affiliation.The evaluation results coincided with the annual assessment results of civil servants fed by the units to which the three inspectors belonged,thus verifying the rationality of the evaluation index system and the applicability of the evaluation method.In conclusion,this thesis has conducted an exploratory study on the evaluation indicators and evaluation contents of the civil aviation inspectors’ competency evaluation in the process of conducting the evaluation and example validation of the civil aviation inspectors’ competency,and has established a foundation for the development of the whole career cycle of the civil aviation inspectors.However,in the future research,it is necessary to further consider the professional characteristics of civil aviation inspectors and the differences in job demands,etc.,and construct a civil aviation inspectors’ competency evaluation indicators system in a classified and graded manner. |
