Research On The Evaluation System Of Civil Aviation Network Security Supervision Ability

In recent years,the frequent attacks of network security have caused huge losses to the international community.With the rapid development of network information technology,network security prevention has become a hot issue in various fields at home and abroad.With the increasing of national strength and the increasing of people's economic income,the civil aviation industry of our country is developing rapidly in the direction of information and intelligence,and the following network security problems are gradually attached great importance by civil aviation units at all levels.With the emergence of new technology,new situation and new departments,more and more new requirements are put forward for civil aviation network security supervision.To improve the ability of network security supervision is an urgent problem in the field of civil aviation.Due to the lack of effective evaluation mechanism of civil aviation network security supervision,the dynamic development of network security supervision is restricted to a large extent.In order to further clarify the regulatory objectives,strengthen regulatory efforts,and achieve targeted,it is urgent to establish an evaluation system of civil aviation network security regulatory capacity to improve regulatory capacity and level.In the civil aviation industry,enterprises and institutions manage important civil aviation information system.Once the information system is attacked,it will lead to flight safety,personal safety of passengers,and even social and public security being threatened.Therefore,this paper selects civil aviation enterprises and institutions as the evaluation object,analyzes the commonality of network security supervision work carried out by each unit,and puts forward the evaluation system of civil aviation network security supervision ability for the first time.This paper summarizes the current situation of China's civil aviation network security supervision,and analyzes the related theories around the research issues.On the basis of systematically discussing the network security supervision responsibility of civil aviation enterprises and institutions,through field investigation,sorting out laws and regulations documents and other ways,the evaluation indexes are preliminarily selected,and the evaluation index system is further established by combining expert opinion survey with mathematical statistics.The analytic hierarchy process(AHP)is applied to transform the evaluation index system into a hierarchical structure model,and the index weight of the evaluation index system is calculated.Applying the calculation method of grey analytic hierarchy process and introducing the theory of safety evaluation,the safety evaluation model of civil aviation network safety supervision is established to judge the level of civil aviation network safety supervision ability of the evaluation object and get the qualitative and quantitative evaluation results.Applying the evaluation system established by this research institute,taking the air traffic control bureau of a certain region as the evaluation object,an example evaluation is carried out to verify the rationality and usability of the evaluation model established by this research institute.The evaluation results clearly reflect the overall level of the network security supervision ability of the evaluation object.Based on the analysis of the evaluation results,it is concluded that the organization supervision is the most influential one,and it is in the first place Status.Personnel supervision and technical supervision occupy a minor position.Although the proportion of Emergency Supervision and asset supervision is a little small,it can not be ignored.Finally,this paper puts forward more detailed improvement suggestions for the problems reflected in the evaluation results.
