Research On Environmental Regulation,industrial Structure Upgrading And High-quality Economic Development In Shandong Province

China has already entered a period of high quality development from a high speed development stage,and high quality development means changing from the high pollution and high energy consumption development methods of the past to sustainable development in line with the new development ideology of "innovation,coordination,green,openness and sharing".Environmental regulation and the upgrading of industrial structure are of great significance for high-quality economic development.Reasonably strict environmental regulation can effectively mitigate the external effects of environmental pollution,while the optimisation of industrial structure can strongly enhance the comprehensive efficiency of production factors.This makes it particularly important to examine the links between the three.This paper firstly establishes the index system of Shandong Province’s economic high-quality development index through the five concepts of development,uses the comprehensive index method to measure the index,and derives the economic quality development index of each city in Shandong Province from 2000 to 2020 and conducts relevant analysis,and finds that Shandong Province’s economic development is extremely uncoordinated,and the gap between some prefecture-level cities is very large.The level of high quality development shows a gradual decreasing trend from the eastern coast to the west.Secondly,a PVAR model is established to study the relationship between environmental regulation,industrial structure upgrading and economic quality development in Shandong Province.The empirical analysis is divided into five parts,and the results show that: firstly,the environmental regulation in Shandong Province is in the stage of rapid deepening,and is most influenced by itself,and there is a certain economic inertia,which has a certain influence on the upgrading of industrial structure,and will promote the rationalization of industrial structure in the short term,but there is a lag;there is an "inverted U-shaped" relationship with the advanced industrial structure.There is an "inverted U-shaped" relationship with the advanced industrial structure.Second,for the two dimensions of industrial restructuring:industrial structure rationalization and advanced,industrial structure rationalization in Shandong Province has long promoted the development of industrial structure advanced,but the magnitude of the promotion has been reduced,industrial structure advanced to industrial structure rationalization there is a short-term hindering effect.Thirdly,there is no obvious linear relationship between environmental regulation and high quality economic development,but an "inverted U" relationship;high quality economic development in Shandong Province promotes the development of industrial structure rationalization and industrial structure advanced.Fourthly,there is no obvious linear relationship between advanced industrial structure and high quality economic development in Shandong Province,but rather an "inverted U-shaped" relationship.Finally,based on the main findings of the empirical evidence and the actual situation of Shandong Province,several countermeasures are proposed,which are:first,to implement regional coordinated development strategy and promote regional integrated development;second,to formulate appropriate environmental regulation policies;third,to accelerate the construction of circular economy industrial chain;fourth,to balance the development of industrial structure rationalization and advanced,and accelerate the transformation of old and new dynamic energy;fifth,to increase the support for support for innovation to avoid brain drain;sixth,strengthen opening up to the outside world and promote foreign trade;seventh,build a modern agricultural industrial system and enhance agricultural modernization.
