| In the past 50 years of development of environmental regulation in China,environmental regulation has changed from the marginal position of economic development to the core position,The government has changed from the leading party in environmental regulation to the driving party,and the enterprise has changed from the passive party to the main undertaker to stimulate market vitality.The Nineteenth National Congress of the Communist Party of China further clarified that China’s economic development has entered a new stage.Improving the quality of economic growth is the fundamental requirement for China’s current macro-control.With environmental regulation and economic development entering a new curve,the flexible use of different types of environmental regulation can simultaneously improve technological progress and technical efficiency,promote the quality of local economic growth,and meet the people’s demand for a beautiful ecological environment.Therefore,it is of practical significance to analyze the influence path of different types of environmental regulations on the quality of local economic growth.This article combines the policy background of the country’s strong advocacy of ecological civilization construction and the promotion of high-quality economic development,and studies the impact of environmental regulation on the quality of local economic growth.After systematically sorting out the relevant literature and the mechanism of action,this paper first analyzes the implementation of China’s environmental regulations based on different types of environmental regulation and governance effects,and selects relevant data from 30 provinces in China except Tibet from 2004 to 2017,and uses the improved entropy TOPSIS method to measure and analyze the comprehensive index of environmental regulation.Secondly,it systematically summarizes the connotation of the quality of local economic growth,discusses the characteristics of my China’s economic development from the perspective of macroeconomics and people’s lives,and adopts the SBM-GML index to measure and analyze the quality of local economic growth.In addition,on the basis of the two-step system GMM model,with green total factor productivity as the explanatory variable,with different types of environmental regulation and environmental regulation comprehensive index as the core explanatory variable,the "U" relationship between different types of environmental regulation and the quality of local economic growth,and its indirect role played by energy consumption structure optimization and industrial structure upgrade are tested,and the internal path of the overall impact of environmental regulation on the quality of local economic growth is studied from the perspective of technological progress and technical efficiency.Finally,based on the analysis of theoretical and empirical results,suggestions for the improvement of environmental regulation and the quality of local economic growth are proposed from three perspectives.The research results show that: First,from the perspective of development situation: At present,the overall implementation intensity of China’s environmental regulation and the quality of local economic growth are common phenomena of uneven regional development,and the western region is most consistent with the national level.Among them,in addition to weakening environmental regulation based on public participation,the intensity of other environmental regulation has continued to increase;although the quality of local economic growth continues to improve,it mainly stems from technological progress and the level of technological efficiency is decreasing.Second,from the perspective of direct effects: the market-driven environmental regulation and the quality of local economic growth have a positive linear effect on the quality of local economic growth;while public participation,voluntary environmental regulation of enterprises and the quality of local economic growth exist positive "U" relationship that first suppresses and then promotes;the overall environmental regulation presents an inverted "U" relationship that first promotes and then suppresses the quality of local economic growth.Third,from the perspective of indirect effects: command control,market incentive,public participation environmental regulation and the overall environmental regulation will indirectly affect economic development through the upgrading of industrial structure,which have the effects of suppression,suppression,promotion and promotion,and there is no indirect impact by optimizing the industrial structure;the indirect effects of command-control,market-incentive,public-participation,corporate-voluntary environmental regulation and overall environmental regulation structure optimization on the quality of local economic growth are promotion,promotion,inhibition,promotion,respectively Inhibition.Fourth,from the perspective of the internal path:environmental regulation generally promote and inhibit technological progress and technical efficiency,in which the technological innovation capability is indirectly improved by optimizing the industrial structure,while the efficiency of resource allocation becomes lower;the indirect path of energy consumption structure transformation does not affect the level of technological progress,but it significantly improves the level of technical efficiency.Therefore,China should flexibly use a variety of environmental regulation,strengthen the implementation of various types of environmental regulation,and at the same time give full play to the role of indirect promotion of structural optimization such as energy consumption structure and industrial structure upgrade,and other structural optimization to seize technology.The key element of innovation and export structure to effectively improve the quality of local economic growth,and achieve a "win-win" between the ecological environment and the quality of economic growth. |
