Study On The Influence Of Environmental Regulation And Industrial Structure Upgrading On High-quality Economic Development

With the continuous development of economy and the continuous progress of society,people have a deeper understanding of the stage characteristics of economic development.The 19 th National Congress of the Communist Party of China clearly stated that China’s economy has shifted from high-speed development to high-quality development.At the Fifth Plenary Session of the 19 th CPC Central Committee,it stressed that economic and social development during the 14 th Five-Year Plan period should promote high-quality economic development and focus on improving the quality and efficiency of development.In different regions,due to the differences in environmental regulation and industrial structure upgrading,will their impact on high-quality development be different?The exploration of this problem helps to actively promote high-quality economic development.This paper uses the fixed effect The panel data from 2004 to 2019 in 30 provinces in China are analyzed effectively,and the corresponding countermeasures are given.This paper firstly constructs the research framework of environmental regulation,industrial structure upgrading and high-quality economic development,determines the level of 30 provinces and cities from 2004-2019 from the perspective of national overall level and the economic development is analyzed by the panel regression model.The study found that: first,China’s high-quality economic development level is low,the eastern,central and western regions decreasing,overall Second,the influence of environmental regulation on high-quality economic development is positive "U" shape,and the current Chinese environmental regulation is in the range of promoting high-quality economic development;advanced industrial structure has significant positive effect on high-quality economic development,industrial structure rationalization has significant negative effect on high-quality economic development;Third,the joint effect of environmental regulation and industrial structure upgrading has different effects on the high quality of economy: the combination of environmental regulation and advanced industrial structure will aggravate the inhibition of environmental regulation on high-quality economic development,and strengthen the promotion of advanced industrial structure on high-quality economic development,while the ring The combined effect of environmental regulation and industrial structure rationalization weakens the inhibition of environmental regulation on high-quality economic development,and reverses the effect of industrial structure rationalization on high-quality economic development;third,the effect of environmental regulation on high-quality economic development is different under different levels of advanced industrial structure and industrial structure rationalization.Based on the research conclusions of this paper,the following policy suggestions are proposed: deepen the regional cooperation mechanism,promote high-quality economic development;adhere to ecological priority,adjust measures to local conditions;promote industrial transformation and upgrading,encourage enterprises to conduct innovation and development;cultivate diversified talents,and accumulate innovative development strength.
