Over the past 40 years of reform and opening up,China’s economy has made remarkable achievements,but it has also accumulated a large number of environmental problems.As the world’s largest developing country,China’s energy extraction and consumption rank among the highest in the world.In 2020,President Xi Jinping solemnly promised at the United Nations General Assembly that "China will strive to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060".The 20 th National Congress of the Communist Party of China also pointed out that it is necessary to plan and implement carbon peaking actions step by step.The carbon trading mechanism stipulates the setting,allocation and trading of total carbon emission rights,which can strictly control the level of regional carbon emissions and effectively reduce regional carbon emissions,so it has become China’s main carbon emission reduction policy.However,behind the implementation of the policy,we need to think about whether the implementation of the carbon emission trading policy can promote high-quality economic development in the context of high-quality economic development.Based on the panel data of various provinces from 2011 to 2020,this paper uses the double-difference model for empirical analysis,and uses PSM-DID to test the impact of carbon emission trading on high-quality economic development.Secondly,a spatial econometric model is constructed to explore the spatial spillover effect of carbon emissions trading,and the impact of carbon emission trading on highquality economic development is analyzed from a geospatial perspective.The regression results show that:(1)the carbon trading pilot policy can significantly promote high-quality economic development,and in order to prove the stability of the research results in this paper,a robustness test is carried out,and the test results are still consistent with the results of benchmark regression.(2)The heterogeneity analysis shows that the promotion effect of carbon emission trading policy in the eastern region and the economically developed region is better than that in the central and western regions and the economically underdeveloped region,which may be related to the superior geographical location of the eastern region and the good infrastructure of the economically developed region,so the carbon trading policy can better promote high-quality economic development.(3)The spatial effect test shows that the pilot policy of carbon emission trading has a negative spatial spillover effect on the high-quality economic development level of neighboring areas,which indicates that the implementation of strict local environmental governance policies is not conducive to the high-quality economic development of neighboring areas.Finally,corresponding countermeasures and suggestions were put forward based on the conclusions obtained.First of all,it is necessary to improve the carbon trading market system to improve the level of strengthening green technology innovation,which can lay the foundation for high-quality economic development;In addition,differentiated carbon trading policies should be formulated for different regions to promote the integration and innovation of industry,education and research;Finally,it is necessary to improve the external policy environment and enhance the demonstration effect of carbon trading policies to promote high-quality economic development. |
