Research On The Impact Of Carbon Emissions On High-Quality Economic Development

The report of the 19 th Party Congress put forward the concept of "green water and green hills are golden mountains",elevating green development to a new level.The report of the 20 th Party Congress points out that high-quality development is the primary task of comprehensively building a modern socialist country,and that development is the first priority of the Party in ruling and prospering the country.It is evident that the promotion of green development has long become a social consensus.The green and low-carbon development of cities,while improving the urban environment,also affects the highquality development of cities,which cannot be achieved without the support and guidance of the government in the process of urban development.This research uses panel data of 256 cities from 2006-2019 as a research sample to study the impact of carbon emissions on the high-quality development of urban economy,and further explores the intrinsic mechanism of the government in the process of carbon emissions affecting the high-quality development of economy.It is found that carbon emission reduction has a significant positive contribution to the high-quality economic development of cities,and its contribution is more significant in the eastern region,with the impact weakening in the western region.It is also found that the promotion effect is more significant in cities with larger population size,and less significant in smaller cities.The regression of the thresholds shows that as the degree of government intervention increases,the role of carbon emission reduction in promoting high-quality urban economic development gradually decreases,and even appears to be inhibited in the opposite direction.Green technological innovation promotes high-quality urban economic development in the process of achieving carbon emission reduction.This research provides reference for constructing the evaluation system of economic high quality development level,and provides theoretical basis for promoting the development of green carpet and promoting the development of economic high quality in phases and regions.It has important reference value for promoting green and low carbon development in our country,playing the role of government functions and realizing the "double carbon" goal.To realize the vision of high-quality economic development that requires both "gold and silver mountains" and "clear water and green mountains",the central government should not only guide local governments to further strengthen the backhand effect of environmental regulation and deepen the supply-side reform of scientific and technological innovation,but also guide the establishment of a collaborative mechanism for high-quality economic development among regions.
