| Under the new situation of increasingly strict safety and environmental protection control laws and regulations and the comprehensive liberalization of investment in petrochemical industry,the competition of petrochemical enterprises has shifted from equipment,capital,policy,and other key elements to human resource competition.To realize the safe,stable and long-term operation of modern petrochemical plants,reduce the operating cost of enterprises and avoid production accidents,it requires employees with high comprehensive quality in petrochemical enterprises,and training is the most direct way to improve the comprehensive quality of employees.For the fertilizer plant of Lanzhou Petrochemical Company,which has64-year history of development,due to reform and reorganization,its training organization is not perfect,the training organization is not standardized,and the training effect is not ideal.In the face of the increasingly sophisticated management and operation requirements,and the sharp decline of post personnel,it is urgent to improve the overall quality of employees to break through the above bottlenecks.To realize the survival and development of the fertilizer plant,it is necessary to optimize its staff training management system and strengthen the precise training of existing staff to meet the technical and skill requirements for the safe and stable operation of chemical plants.This paper takes the fertilizer plant of Lanzhou Petrochemical Company as the research object,using the relevant theories of employee training and employee training management system,through the investigation and interview of various personnel of the fertilizer plant,studies the operation status,existing problems and cause analysis of the employee training management system of the fertilizer plant of Lanzhou Petrochemical Company,and finds five problems of the management and selection of training teachers are not sound,the analysis and confirmation of training needs are not in place,the lack of teaching skills of the training implementers,the training evaluation method does not conform to the reality,and the training incentive does not conform to the employee’s expectations.In view of the problems found,this paper optimizes the training organization and implementation process by defining the overall idea,optimization principles and work objectives of the employee training management system: first,optimize the training organization and personnel functions to achieve a rule-based and efficient operation.Second,apply the post competency evaluation method to study and judge the training demand analysis,and accurately formulate the training plan.Third,specify the quality audit of training courses and develop systematic training course materials.Fourth,optimize the implementation methods of post training,centralized training,technical lecture,and external training.Fifthly,Patrick evaluation model is applied to evaluate and summarize the training effect,and training cost calculation is introduced to continuously improve training management.Finally,it puts forward safeguard measures from four aspects: system construction,teacher guarantee,data support and staff training planning.The optimized employee training management system proposed in this paper aims to continuously improve the training management level of enterprises,effectively improve the comprehensive quality of employees,realize the safe and stable operation of enterprises,and provide talent support for the future intelligent and digital transformation and development.The optimized training system can help similar enterprises eliminate the defects in the training management system,guide enterprises to carry out effective and practical staff training,and help enterprises develop with high quality. |
