As ecological environment deteriorates and resource constraints become tighter,environmental protection needs to be emphasized in the process of economic development.To realize Chinese-style modernization,the gap between urban and rural incomes must be solved.However,will environmental regulations affect the gap between urban and rural incomes? How to balance the relationship between the two?This paper is an urgent need to analyze the problem.First of all,this paper analyzes the mechanism of the impact of environmental regulation on the urban-rural income gap from the four aspects of "cost effect","innovation effect","industrial structure effect" and "labor premium effect".Taking the panel data of 28 provincial levels from 2006 to 2019 as samples,the Theil Index was constructed from the two aspects of income and population to measure the urban-rural income gap.The influence of environmental regulations on urban-rural income gap was analyzed from the perspective of formal and informal environmental regulations.Then the threshold model is used to explore the effects of formal and informal environmental regulations on urban-rural income gap.Secondly,this paper draws the following conclusions:(1)At present,formal environmental regulations significantly reduce the urban-rural income gap on the whole,while informal environmental regulations significantly increase the urban-rural income gap on the whole.(2)Formal environmental regulations have a "threshold effect" on the urban-rural income gap.When regional economic development crosses the threshold value,formal environmental regulations will have an opposite effect on the urban-rural income gap.(3)Informal environmental regulations also show heterogeneity on urban-rural income gap under different intensities of formal environmental regulations,that is,informal environmental regulations will also be affected by the intensity of formal environmental regulations in their effect on urban-rural income gap.Finally,the paper puts forward some suggestions to improve the environmental situation and the gap between urban and rural areas.First,give full play to the positive role of environmental regulation and introduce welfare policies.The second is to promote industrial transformation,improve rural human capital;Third,increase the rural policy bias,improve the income distribution system.The main innovations of this paper are as follows:(1)The current research on environmental regulations at home and abroad mainly starts from the perspective of formal environmental regulations.This paper subdivides environmental regulations into formal environmental regulations and informal environmental regulations to explore the impact of environmental regulations on urban-rural income gap from a dual perspective,so as to make the research more scientific.(2)At present,there are relatively few researches on the impact of environmental regulation on the urban-rural income gap in the academic circle,and this paper can enrich the researches in this aspect.(3)The threshold effect model is adopted in this paper to explore the complex relationship between environmental regulation and urban-rural income gap,and try to put forward reasonable suggestions to seek the balance between environmental regulation and urban-rural income gap. |
