| After the reform and opening up,our agricultural modernization process has been advancing continuously,but it is also accompanied by the excessive use of pesticides and fertilizers in the process of agricultural development which steps up the new stage.In addition,livestock manure,crop straw,agricultural film resources utilization rate is not high,the agricultural production faced with the pressure of superimposed resources.Therefore,it is urgent to accelerate the transformation and upgrading,realize the green and sustainable development of agriculture,and promote the high-quality development of agriculture.As the representative of agricultural advanced productivity in the new era,the new agricultural management operators are considered as the new force to realize agricultural modernization because of its high green awareness and scientific management.However,compared with mature industrial and commercial entities,new agricultural entities are still in the stage of cultivation and growth.They are still faced with difficulties such as talent constraints,insufficient funds and capacity,and their capacity and resources in promoting agricultural modernization and green development need to be strengthened.In addition,under the influence of agricultural intensive operation and separate operation of planting and breeding,agricultural non-point source pollution caused by agricultural production and operation activities of new agricultural operators presents new characteristics such as "cluster type","cumulative type" and "cross-type",which also brings new tests to the quality and safety of agricultural products.Therefore,it has become the focus of the government and the society to promote the green development behavior and improve the green development performance of the new agricultural management operators.Last several years,with the implementation of the new Environmental Protection Law and the establishment of comprehensive agricultural administrative law enforcement teams,a series of institutional norms and formal regulations have been formed to guide the green development of new agricultural operators.In addition,civil society groups,rural residents and consumers have exposed and complained about the pollution behaviors of the new agricultural operating entities,put pressure on the public opinion and resisted the agricultural products,which also put two "constraints" on the production and operating behaviors of the new agricultural operating entities,taking into account the ecological environment and social responsibilities,and become an informal environmental regulation force that cannot be ignored.Based on this,on the basis of the review of the existing theoretical research results,this paper takes the new agricultural operators as the research object,based on the environmental regulation theory,public participation theory and sustainable development theory,proposes the relevant hypotheses and theoretical models that formal and informal environmental regulations affect the green development behavior and performance of the new agricultural operators.The scale of this paper is designed by referring to the mature scale,and the formal scale is formed after the scale test.Taking the main body of new agricultural operation as the research object,315 valid questionnaires collected were taken as the research samples in this paper.Structural equation model was adopted,SPSS26.0 software and AMOS24.0 software were used for data analysis,and the main research conclusions were drawn as follows.(1)Formal and informal environmental regulations significantly promoted the green development behavior of new agricultural business entities,but the direct effect on green development performance was not significant.The promotion effect could only be achieved through the intermediary role of green development behavior,that is,green development behavior played a complete intermediary role.(2)The interaction of environmental regulations has a positive effect on the green development behavior and performance of new agricultural operators;(3)Compared with informal environmental regulation,formal environmental regulation has a greater promoting effect on green development behavior of new agricultural operators,and green development behavior has a greater complete mediating effect on green development performance of informal environmental regulation;(4)The three dimensions of green development behavior(green production,green technology innovation and end governance)all play a complete mediating role in the process of environmental regulations affecting green development performance;(5)Green culture played a direct moderating role in the impact of environmental regulations on the green development performance of new agricultural operators,and compared with informal environmental regulations,green culture had a larger moderating contribution to the influence of formal environmental regulations on green development performance.Finally,through the detailed explanation of the empirical results,from the three levels of government,society and new agricultural operators,the paper puts forward specific suggestions on how to use formal and informal environmental regulations to promote the green development behavior and performance of new agricultural operators,in order to provide policy reference for agricultural modernization and green and low-carbon development. |
