Research On The Impact Of Environmental Regulation On China’s Green Total Factor Productivity

Abstract/Summary:
China’s economy has shifted from a stage of rapid growth to a stage of high-quality development.In the past,the pursuit of economic development,resource consumption and environmental pollution have seriously affected people’s production and life.The traditional extensive economic development mode has no longer been suitable for China’s current development situation.At this stage,environmental protection has become the consensus of all countries in the world.China has also promised to achieve "carbon neutrality" by 2060.Environmental regulation plays a key role in ecological protection and is an important way to achieve green economic growth.Therefore,from the perspective of environmental regulation,this paper studies the relationship between the two,and how environmental regulation affects the growth rate of green total factors.In this regard,this paper first combs the relevant literature on environmental regulation and green total factor productivity at home and abroad,reviews the relevant theories of environmental regulation and green total factor productivity,clarifies their theoretical connotation,and analyzes the mechanism of environmental regulation affecting green total factor productivity.Secondly,the comprehensive index of environmental regulation is calculated by using the entropy method based on the data of industrial waste water,industrial sulfur dioxide and industrial smoke and dust emissions per unit output value.The larger the comprehensive index of environmental regulation is,the weaker the intensity of environmental regulation is,and it is analyzed on the basis of measuring the intensity of environmental regulation.Then,on the basis of traditional measurement of total factor productivity,this paper adds environmental pollution and other indicators as non-expected output to measure green total factor productivity,selects capital,labor,energy consumption and other indicators as input indicators,GDP as expected output,industrial wastewater emissions,industrial sulfur dioxide and industrial smoke and dust emissions as non-expected output,The SBM-DDF model based on GML index is used to measure green total factor productivity,and it is decomposed into EC(technical efficiency)and TC(scale efficiency)for analysis.Finally,the empirical analysis is carried out,and the basic regression of environmental regulation and green total factor productivity is carried out.The analysis shows that environmental regulation has a direct role in promoting green total factor productivity.The three intermediary variables of foreign direct investment,scientific and technological innovation and industrial structure are added,and the regression is carried out respectively.The study finds that environmental regulation promotes the improvement of green total factor productivity through these three intermediary variables,and its partial intermediary effect.At the end of the article,based on the above empirical analysis,we put forward policy recommendations,hoping to provide some reference for improving China’s environmental regulation system and green economic growth.
