| Under the new economic normal,China’s economic development model has shifted from quantitative to qualitative.The government and all sectors of society actively advocate sustainable and high-quality economic development.In order to strengthen efforts to control environmental pollution,the government has formulated relevant policies,including environmental regulations,in order to achieve green and high-quality economic development.Implementing environmental regulations has a multidimensional impact on enterprises.On the one hand,policy constraints will increase production costs for enterprises,and on the other hand,they will force enterprises to optimize their factor structure and technological innovation.Exploring the policy effects of environmental regulation has practical significance for promoting high-quality economic development.Especially for China’s manufacturing industry,as a pillar industry of the national economy,clarifying the policy effects of environmental regulation policies on the manufacturing industry is even more important.This paper focuses on the impact of environmental regulations on green total factor productivity in manufacturing industry,using technological innovation and factor structure as intermediary variables.Firstly,based on a review of existing literature,this paper analyzes the impact mechanisms of environmental regulation and technological innovation(factor structure)on green total factor productivity.Secondly,the SBM super efficiency model combined with the Malmquist Leuenberger(ML)productivity index is used to measure the green total factor productivity of various industries.Based on this,the empirical relationship between environmental regulations and green total factor productivity in 27 manufacturing industries in China from 2009 to 2020 was analyzed using a mediator effect model.Finally,considering the heterogeneity of the manufacturing industry,the industry is divided into light,medium,and heavy pollution industries for analysis.The research results show that: first,environmental regulations not only promote the improvement of green total factor productivity in manufacturing industry,but also indirectly affect green total factor productivity in manufacturing industry through technological innovation and factor structure,and the impact on industries with different pollution levels is different.Secondly,when technological innovation is used as a mediating variable,the mediating effect is not significant in heavily polluted industries,but significant in lightly polluted and moderately polluted industries,with an indirect promoting effect;When the factor structure is used as an intermediary variable,the intermediary effect is not significant in moderately polluted industries and heavily polluted industries,but significant in lightly polluted industries,with an indirect promoting effect.Thirdly,the regression results of the causal stepwise regression method and the Bootstrap test method both show that there is a mediating effect of technological innovation in the entire sample,lightly polluted,and moderately polluted industries,and there is a mediating effect of factor structure in the entire sample,lightly polluted industries.Based on the above analysis,it is concluded that the key to promoting the green total factor productivity of the manufacturing industry still lies in formulating reasonable environmental regulation policies based on the degree of industry pollution,paying attention to technological innovation and factor structure,and promoting high-quality development of the manufacturing industry. |
