In recent years,China has actively implemented the strategy of combining "bringing in" and " go global ",which has promoted the coordinated development of Inward foreign direct investment(IFDI)and outward Foreign direct investment(OFDI).In 2022,China will attract foreign investment of 189.13 billion US dollars,a new record high.At the same time,China’s outward direct investment reached US$146.5 billion,ranking among the top three in the world for many consecutive years.The coordinated development of IFDI and OFDI has become one of the important driving forces of the domestic and international "dual circulation",and is also the key to improving China’s level of opening up level.However,with the increase of China’s foreign direct investment and foreign direct investment,while promoting my country’s economic development,it also has a certain impact on China’s environment.Therefore,in the context of high-quality economic development,it is important to study the impact path of the coordinated development of two-way FDI on carbon emissions and the regulatory role of environmental regulations on carbon emissions for my country to achieve green sustainable development and " carbon peaking and carbon neutrality" goals significance.In this context,this paper uses the relevant data of two-way FDI and carbon emissions of 30 provinces in China from 2003 to 2021,introduces IFDI and OFDI and their interaction terms,and conducts regional sample analysis at the same time.In further research,based on the intermediary effect model,the scale effect,structural effect and technical effect of two-way FDI coordination on carbon emissions were studied,and the moderating intermediary effect model was used to introduce the interaction term between environmental regulation and the coordinated development level of two-way FDI.The moderating effect of environmental regulation.The results show that,from the perspective of the national sample,the coordinated development of two-way FDI has a significant inhibitory effect on carbon emissions,and both OFDI and IFDI have increased carbon emissions;from the perspective of regional samples,the two-way FDI in the eastern,central and western regions has played a different role in carbon emissions.Inhibition,the impact of OFDI and IFDI on carbon emissions has regional heterogeneity.In terms of mechanism analysis of two-way FDI on carbon emissions,it is found that two-way FDI coordination mainly suppresses carbon emission intensity through scale effects and technical effects;at the same time,environmental regulation shows a positive regulatory effect on two-way FDI coordination technology effects and scale effects.Therefore,China should actively promote the coordinated development of two-way FDI,pay attention to the regulatory role of environmental regulations,and further promote the development of low-carbon industries.
